General Manager - Project Management Office (PMO)

Reporting to the Enterprise Readiness and Strategy Executive, the General Manager PMO will lead the governance, planning, prioritisation and performance of WSI’s new / future capital works project portfolio as the airport continues its transition to being an operating airport.
This is a broad and highly strategic leadership role responsible for ensuring new / future projects, programs and infrastructure changes are integrated into the operating airport safely, efficiently and in alignment with WSI’s long-term customer, commercial, asset management and operational objectives.
The role serves as a key integrator across project portfolio management, operational governance, airport planning, asset transition, business readiness, contract management and continuous improvement responsibilities, making it a critical leadership position as WSI moves into full airport operations.
Key responsibilities:
- Lead and develop WSI’s Project Management Office as a centre of excellence for new / future operational capital works project governance, prioritisation and performance.
- Lead the transition of Delivery Partner responsibilities into WSI’s business-as-usual operating model, ensuring accountabilities, processes, systems and controls are embedded for steady-state airport operations.
- Establish and maintain governance, assurance and reporting frameworks that support new / future capital works decision-making, risk management and executive oversight.
- Oversee the planning, delivery, integration and handover of new / future operational capital works projects, minor works, asset modifications and infrastructure improvement programs.
- Drive new / future airport infrastructure planning, operational capacity planning and future development initiatives that support safe, efficient and scalable airport operations.
- Manage future portfolio budgets, commercial performance, contracts and service provider arrangements to deliver value, accountability and operational resilience.
- Lead relationships with operational teams, service providers, regulators, contractors and stakeholders across a complex live airport environment.
- Ensure projects and operational changes are delivered safely, efficiently and in compliance with aviation, safety, security, environmental and regulatory requirements.
- Oversee defects management, asset acceptance, operational handover and post-opening optimisation programs.
About you:
You’re a senior leader with a strong track record operating in complex, asset-intensive and highly regulated environments, with the ability to translate project delivery, infrastructure planning and asset transition into practical outcomes for a live airport operation.
You bring a strong balance of strategic thinking, commercial acumen, stakeholder engagement and delivery excellence.
- Degree qualifications in Engineering, Construction Management, Architecture, Project Management or a related discipline.
- Significant experience leading complex operations, infrastructure, aviation, transport, asset management or major program portfolios.
- Demonstrated success leading a PMO, operational projects function, asset transition team or enterprise portfolio governance function.
- Extensive experience across operational readiness, portfolio planning, project controls, procurement, change governance and asset handover.
- Strong knowledge of governance, risk management, commercial management and contract administration.
- Proven experience leading high-performing multidisciplinary teams.
- Exceptional stakeholder management and influencing skills.
- Experience working within live aviation, transport, infrastructure, utilities, logistics or government operating environments will be highly regarded.
- Professional certifications such as PMP, PRINCE2 or Chartered status will be advantageous.
- Experience in airport master planning, aviation planning, safeguarding, operational integration or asset management would be highly regarded.
