Under general direction, plans, organizes, directs, and supervises the operations and staff of the Tulsa County Planning Department. The GIS Manager oversees the preparation of parcel-based maps and data queries, the production and review of case maps for the Tulsa County Planning department and INCOG member communities, and the maintenance and integrity of GIS databases, while establishing standards, and managing workflow against time-sensitive deadlines.Job Description
Essential Job Functions
- Plan, organize, direct, and evaluate the day-to-day operations of the GIS and Mapping Services Department.
- Supervise, train, mentor, and evaluate GIS technicians and other assigned staff; assign and review work, set priorities, and manage performance.
- Oversee the preparation and quality control of parcel-based maps and data queries.
- Oversee the preparation and checking of case maps for the Tulsa Planning department and INCOG member communities.
- Direct the review of legal descriptions provided by planners for subject tracts of case maps and resolve complex or conflicting descriptions.
- Manage the maintenance, integrity, and security of GIS databases and data layers; establish data standards and documentation.
- Establish, implement, and maintain GIS policies, procedures, and best practices, and create maps using a variety of GIS data layers.
- Manage department workflow to meet time-sensitive deadlines and develop creative solutions to complex problems.
- Administer ESRI ArcGIS software licensing, coordinate with vendors, and assist with budget recommendations for GIS resources.
- Coordinate GIS services and projects with planners, member communities, and other stakeholders.
- Perform other duties as assigned.

Required Knowledge, Skills, and Abilities
- Thorough knowledge of GIS principles, practices, and the ESRI ArcGIS platform.
- Knowledge of cartography, legal descriptions, aerial photography, surveys, and physical assets such as roads and trails.
- Knowledge of planning-related research and the principles and practices of supervision and personnel management.
- Skill in working with spreadsheets and databases and in organizing and analyzing large data sets.
- Ability to lead and develop staff, manage projects, and apply creative solutions to problem solving.
- Ability to communicate effectively and maintain productive working relationships with staff, planners, and member communities.
Computer Skills
To perform this job successfully, an individual should be proficient with the ESRI ArcGIS platform, spreadsheet and database software, and word processing software, and must be proficient in Microsoft Windows, Excel, Word, and Outlook.
Supervisory Responsibilities
This position has supervisory responsibilities and serves as the lead of the GIS and Mapping Services Department.
- Directly supervise GIS Technicians and other assigned GIS staff (number of subordinates to be confirmed by HR based on department staffing).
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws, including planning and assigning work, training, appraising performance, and addressing concerns.
Education and/or Experience
Bachelor's degree from a four-year college or university in Geography, Earth Sciences, GIS, or a closely related field with emphasis on GIS; plus, five years of progressively responsible GIS experience, including at least two years of supervisory or lead experience; or an equivalent combination of education and experience. Knowledge of legal descriptions, cartography, and aerial photography is strongly preferred. A master's degree and/or GIS Professional (GISP) certification is preferred.
Language Skills
Ability to read and interpret documents such as legal descriptions, surveys, operating and maintenance instructions, and procedure manuals. Ability to write reports, correspondence, and procedures. Ability to speak effectively and present information before groups of staff, member communities, and the public.
Mathematical Skills
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to interpret coordinate systems, scales, and statistical data.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to apply principles of logical thinking to a wide range of practical problems and to interpret a variety of technical instructions in written, oral, or diagram form.
Certificates, Licenses, Registrations
GIS Professional (GISP) certification preferred.
