Global Customs Compliance Lead (Bilingual: English/Mandarin)

You will independently build standardized and replicable customs clearance processes covering the United States, Vietnam, Malaysia and Singapore, clarifying compliance requirements and risk control points across the whole process. You will review global import and export documents such as customs declarations, commercial invoices, packing lists, bills of lading, certificates of origin and dangerous goods declarations to ensure accuracy and consistency. You'll manage daily communication with international freight forwarders and customs brokers, liaise with customs authorities and port terminals, and track clearance progress while handling inspections, valuations and duty payments. When anomalies occur, you'll activate emergency response plans and coordinate with agents and authorities to minimize delays. You will stay current on import/export laws and customs regulations across key regions, update internal compliance procedures accordingly, and deliver training to logistics, business and warehousing teams. You'll build a data ledger tracking clearance lead time, inspection rate and compliance costs, and use it to drive process optimization. You'll also manage the full lifecycle of U.S. Customs Bonds and build a stable domestic U.S. customs clearance service network, based primarily in Los Angeles with significant time at the Port of Los Angeles.

Responsibilities

  • Establish and implement a standardized global customs compliance system covering the US, Vietnam, Malaysia and Singapore
  • Conduct full-process review of global import and export customs documents
  • Liaise and coordinate with global freight forwarders, customs brokers, customs authorities and port terminals
  • Track clearance progress and handle customs inspections, valuation and duty payment
  • Develop and activate risk response and emergency handling plans for customs clearance anomalies
  • Monitor regulatory updates across key regions and adjust compliance procedures accordingly
  • Deliver customs compliance training to logistics, business and warehousing teams
  • Establish a data ledger tracking clearance lead time, inspection rate, exception rate and compliance costs
  • Manage the application, renewal and modification of U.S. Customs Bonds
  • Prepare, review and submit all documents for U.S. customs clearance
  • Build a stable domestic U.S. customs clearance service network with agents, ports and inland transportation providers

Requirements

  • Minimum 3 years of experience in global import and export customs clearance management
  • Practical experience in cross-border customs clearance for high-value containerized goods and electronic products from Southeast Asia to the US preferred
  • Experience in U.S. Customs Bond administration and dangerous goods clearance is a plus
  • Fluent in English (oral & written) mandatory
  • Ability to speak, read and write Mandarin preferred
  • Professional certifications such as Customs Declarer, Inspection Declarer, Registered Safety Engineer or Logistics Specialist preferred
  • Valid work permits for full-time work in the US
  • Proficient in import and export customs regulations of the United States, Vietnam, Malaysia and Singapore
  • Familiar with U.S. CBP rules, AMS/ISF anti-terrorism filing requirements and FCC ID certification standards
  • Ability to independently establish a global customs compliance control system and risk emergency plans
  • Experience in customs clearance agency management and service provider assessment
  • Proficient in Excel, logistics management systems and customs declaration systems
