About the role

The Governance and Integration Manager implements GIICA’s program governance arrangements and leads the consolidated PMO secretariat function supporting program-level forums and advisory groups. Reporting to the General Manager, Program Services, the role is responsible for implementing forum architecture, terms of reference, decision rights and escalation pathways, and for the PMO secretariat discipline that makes those forums effective.

The role is the key interface for meetings and information flow across GIICA’s program and project governance environment, ensuring decisions and actions are traceable, escalation pathways function as designed, and governance operates as an integrated delivery mechanism rather than a collection of committees.

The Manager supports program-level leadership and integrated decision-making across the GIICA delivery environment, ensuring forums are sequenced logically, decisions are timely and well-framed, and interdependencies, delivery impacts, escalation points and governance improvement opportunities are visible to senior leadership. The role strengthens the agreed program governance model in practice by improving coordination, traceability and governance effectiveness across the delivery lifecycle.

This is up to a 6-year, maximum term role.

About your responsibilities

  • Manage the operation of GIICA’s program governance arrangements, including forum architecture, terms of reference, decision rights and escalation pathways.

  • Lead the consolidated PMO secretariat function across program governance and advisory groups, including agenda planning, paper quality, minute and action discipline, and meeting cadence management.

  • Operate the information flow architecture across GIICA’s program governance environment and maintain decision and action traceability across forums.

  • Integrate governance operations across the matrix delivery environment, aligning forum cadences and sequencing decisions across project, program and executive levels.

  • Coordinate program-level oversight and delegated decision-making forums, including risk and change control, design configuration control, contract evaluation and review panels, and support the Accessibility Reference Group to operate effectively.

  • Support decision readiness by ensuring forums are supported by appropriate agendas, inputs, records and well-framed papers.

  • Maintain visibility of cross-forum and cross-functional interdependencies, surfacing decision gaps, unresolved dependencies and emerging governance risks.

  • Oversee the work of a governance officer, ensuring governance administration and PMO secretariat support activities are delivered effectively and consistently.

  • Work with records, systems and document control functions to support effective governance operations, traceability and recordkeeping.

  • Support assurance, audit and compliance activities by ensuring governance records, decisions and forum outputs are available and traceable.

  • Support the General Manager, Program Services with advice on governance design, forum effectiveness, decision sequencing and governance improvement.

About you

  • Proven experience establishing and operating program or project governance arrangements in complex, multi-stakeholder environments.

  • Demonstrated experience leading a PMO secretariat function across multiple program, project or delivery-related forums, including coordinating PMO secretariat resources and activities.

  • Strong understanding of program governance, decision rights, escalation pathways and forum-based decision-making in large delivery environments.

  • Excellent written communication and quality control skills, including agenda and paper quality, minute-taking standards, action tracking and decision traceability.

  • Strong stakeholder engagement skills, with experience supporting senior executives, program and project leaders, and interagency or delivery partner forums.

  • Experience working in a matrix project environment and integrating governance activity across projects, functions and delivery interfaces.

  • Demonstrated ability to connect governance intent with practice, improving decision readiness, escalation clarity and governance effectiveness without duplicating delivery or decision-maker accountabilities.

  • Tertiary qualifications in project management, business administration, governance, law or a related discipline.

  • Experience with major infrastructure, capital works or public sector delivery programs is advantageous.
