POSITION SUMMARY:

The Government Contracts and Bid Manager plays a key role within the Guttman Energy commercial fuel team, contributing to the Company’s growth through strategic marketing and operational execution. This role is responsible for actively marketing all the Company’s offerings in alignment with the company’s commercial fuel strategy, while managing administrative and analytical tasks including reporting, invoice processing, and CRM coordination.

PRIMARY RESPONSIBILITIES:

  • Monitor and manage a pipeline of municipal, state, and federal fuel solicitations (COSTARS, GSA, state/local), including opportunity identification, timeline tracking, and submission requirements alignment.
  • Review bid documentation to extract and interpret commercial, logistical, and compliance requirements.
  • Analyze bid specifications across gasoline and diesel products, including delivery methods, terminal sourcing, additive requirements, tax treatment, and service expectations.
  • Collaborate cross-functionally with supply, logistics, and tax and potential 3rd party vendors to validate feasibility, assess risks, and ensure operational alignment.
  • Develop volume, margin, and pricing scenarios based on market conditions, freight, and contract structure.
  • Support pricing strategy and bid development, including index, fixed differential, and fixed price structures, while preparing complete and compliant submissions aligned with margin targets
  • Coordinate internal approvals, bid execution, and submission, track outcomes, analyze win/loss performance, and support agency negotiations where applicable.
  • Lead post-award execution and ongoing support, including onboarding, system setup, logistics alignment, contract compliance, CRM tracking, performance reporting (COSTARS/GSA), and issue resolution.
