Summary

Manages budgets, tracks expenditures, and ensures compliance for donor-funded health programs in Myanmar.

The duties and responsibilities of the Grants Officer include:

Budget Management

· Responsible for gathering required financial information from Finance, Procurement, Warehouse, and other relevant departments, and for tracking all budgeted financial commitments to ensure alignment with the program budget.

· Assist in developing, monitor and analyze the organization’s budget, ensuring compliance with financial regulation and standards.

· Track and analyze expenditures to identify potential overspend or areas for cost reduction and ensure adherence to budgetary guidelines.

· Assist the supervisor in annual budgeting, financial planning, and reprogramming by providing cost allocations and expense projections.

· Collaboration with other departments to ensure adherence to budgetary guidelines and to facilitate efficient financial operations.

· Prepare accurate and insightful financial reports including variance analysis to provide management with timely and relevant financial information.

Grant Management

· Maintain a clear understanding of all donor agreements, including Memoranda of Understanding (MoUs), Letters of Award, sub-agreements, contracts, and donor correspondence to mitigate compliance risks.

· Ensure compliance with donor regulations and the organization’s policies and procedures; advise management on potential compliance issues.

· Support Program and HR teams in aligning staff salaries, travel expenses, and other direct costs with approved project budgets.

· Maintain a clear understanding for the internal approval process for grants-related actions and escalate to supervisor as needed.

Internal Administration

· Maintain comprehensive documentation and filing systems (physical and digital) for grants, contracts, MOUs, sub-awards, and financial reports.

· Coordinate the approval process for financial reports, ensuring signatures from the Executive Director or relevant authorized personnel are obtained.

· Keep Fund Flow and Grant Budget Management files up to date. · Participate in regular Grants Management and Coordination meetings, providing workrelated updates and input as needed.

· Perform other related duties and assignments as required.

· Financial Management: Proficiency in budget tracking, variance analysis, and financial reporting.

· Attention to Detail: High level of accuracy in budget preparation and reporting.

· Adaptability: Capable of working in a fast-paced environment with changing donor regulations and internal priorities.

· Team Collaboration: Comfortable working across departments with diverse stakeholders.

Qualifications

· Bachelor’s degree in finance, Accounting, or a related field is required.

· Minimum of three years of relevant experience, preferably with exposure to grants management in the non-profit or international development sector.

· Experience in managing multi-donor funded projects.

· Knowledge of donor rules and regulations (e.g., USAID, Global Fund, UN agencies).

· Strong data management and financial analysis skills.

· Proficiency in Microsoft Office Suite, particularly Excel (pivot tables, formulas, etc.).

· Ability to multitask, prioritize, and work independently and collaboratively.
