Mission Contribution

Fulfills the agency’s mission of employing people with disabilities through the performance of custodial services at federal facilities under the AbilityOne Program.

Function

Provides management, supervision, and direction to janitorial staff with disabilities at assigned federal facilities.

Essential Functions

  1. Manages daily custodial operations and ensures adequate staffing and supervisory coverage whenever contract work is in progress.
  2. Develops, trains, schedules, supervises, and evaluates Lead Janitorial Workers, Janitorial Workers, and other assigned personnel.
  3. Maintains satisfactory standards of employee competency, conduct, attendance, appearance, integrity, and professionalism. Provides coaching, counseling, or corrective action when necessary.
  4. Ensures all custodial tasks, periodic services, floor care, and special projects are completed according to contract schedules, frequencies, methods, and performance standards.
  5. Serves as the primary on-site contact for the Contracting Officer, Contracting Officer’s Representative, building management, and other authorized Government representatives.
  6. Remains available to receive Government notices, reports, requests, complaints, and service calls during contract performance and ensures an authorized representative can be contacted as required.
  7. Conducts and documents quality control inspections, identifies deficiencies, assigns corrective action, and reinspects completed work to verify satisfactory correction.
  8. Reviews inspection results, complaints, service calls, and performance trends to identify training needs and prevent recurring deficiencies.
  9. Provides initial and ongoing employee training in custodial techniques, customer service, safety, security, chemical handling, equipment use, quality standards, and personal development.
  10. Maintains required training, inspection, corrective action, personnel, supply, equipment, and contract compliance records.
  11. Ensures adequate custodial supplies, chemicals, tools, and equipment are available, properly stored, safely used, and maintained in working condition.
  12. Prepares employee schedules, approves time records, manages labor and supply expenses, and works within contract budget requirements.
  13. Ensures employees comply with Government security procedures, identification requirements, safety rules, and GSA’s prohibition against smoking, vaping, and electronic cigarettes in federal buildings.
  14. Performs or assists with custodial and floor care duties when needed to maintain uninterrupted contract performance.
  15. Ensures confidentiality of employee, participant, agency, and Government information.
  16. Maintains a professional image and upholds the mission, vision, values, policies, and standards of Goodwill Gulf Coast.
  17. Maintains regular attendance and works flexible hours, including nights, weekends, holidays, or emergency situations when required.
  18. Performs other duties as assigned.

Skills, Knowledge and Abilities

  1. Knowledge of commercial custodial operations, floor care methods, cleaning chemicals, equipment, and safety practices.
  2. Ability to supervise, motivate, train, and provide clear instructions to employees, including individuals with disabilities.
  3. Ability to understand and implement contract specifications, cleaning schedules, performance standards, and quality control requirements.
  4. Excellent organizational, time management, customer service, and problem-solving skills.
  5. Excellent verbal and written communication skills and the ability to communicate effectively in English with Government representatives and employees.
  6. Ability to conduct inspections, document findings, manage corrective actions, and maintain accurate records.
  7. Ability to operate computers and use Microsoft Outlook, Word, Excel, and electronic reporting systems.
  8. Ability to take initiative, make sound decisions, manage multiple priorities, and work independently.
  9. Ability to establish and maintain effective working relationships with employees, management, customers, and Government personnel.
  10. Must be able to explain the mission of Goodwill Gulf Coast to the general public.
  11. Must obtain and maintain First Aid/CPR/AED certification.
  12. Must possess a valid driver’s license, maintain required automobile insurance, and be insurable through the agency’s insurance carrier.
  13. Must meet all Government security, identification, and facility access requirements.
