Hazardous Materials Response Team Manager

This position is located within the USCP, Assistant Chief of Police for Uniformed Operations, Operational Services Bureau (OSB), Hazardous Incident Response Division (HIRD), Hazardous Materials Response Team (HMRT). Duties Lead a comprehensive and fully operational Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) Incident Response Program by responding to threats and conducting consequence management operations through investigation, mitigation, evacuation, and personnel decontamination. Manage the USCP Hazardous Materials Response Team, providing emergency response "Life Saving" services. Plan and monitor the hazardous incident response program, including logistics, budget, and acquisition functions. Develop policies and procedures, organize operations, perform emergency operations and analysis, and provide recommendations regarding prevention, intervention, and mitigation of hazardous materials incidents. Supervise specialists who provide training that focuses on development of the knowledge and skills of hazardous materials and emergency medical responders. Govern the work that involves design, development, delivery, documentation and assessment of training programs pertaining to hazardous materials incident response and recovery by the HMRT staff. Oversee the Department’s Emergency Medical Response element, guiding the administration and management of training programs for sworn employees to serve as certified emergency medical responders. Serve as agency liaison with partner entities to ensure compliance with established agreements, procedures, and training required for the emergency medical program. Serve as the Department’s Respiratory Protection Program (RPP) Administrator responsible for the execution, enforcement, and maintenance of the RPP. Ensure appropriate medical surveillance, recordkeeping, respirator selection, training, and fit testing for all employees requiring respiratory protection equipment. Please note this position is NOT covered under the Capitol Police Retirement Act (CPRA).
Must be a U.S. citizen. • Must possess and maintain a valid REAL ID U.S. Driver's license. • Must possess or be able to obtain and maintain a Top-Secret Security Clearance. • Must successfully pass a medical evaluation which will be required annually. • Must successfully complete background investigation. • Must complete a one-year probationary period. • Must possess the following certifications accredited by the National Board on Fire Service Professional Qualifications (NBFSPQ) or the International Fire Service Accreditation Congress (IFSAC): Hazardous Materials Technician, Hazardous Materials Branch Officer, Hazardous Materials Safety Officer, Hazardous Materials Incident Commander. • Must possess the following certifications: ICS 100, 200, 300, 400 • Must possess and maintain one of the following at the National Registry level: Emergency Medical Technician (NREMT), Advanced Emergency Medical Technician (NRAEMT), or Paramedic (NRP).
