HDB Product Manager
Summary
The Product Manager will lead the Tosca test automation strategy and roadmap for the Housing & Development Board (HDB), managing the transition from manual to automated testing. The role involves coaching a team of quality engineers, defining adoption metrics, and ensuring automation standards are met within a secure government environment.
Key JD requirements:
- 10+ years in software testing, QA, test automation, or product/platform management for enterprise systems
- 3+ years leading an automation strategy/roadmap, automation platform, or testing service across multiple stakeholders
- People management — experience managing, coaching, or directing a team of SQEs/testers/quality engineers
- Hands-on Tosca test automation is essential — reusable test case design, automation asset maintenance, execution support (not just oversight)
- Strong grasp of test management methodologies, Agile delivery, and automation readiness
- Able to prioritise automation demand, balance competing stakeholder needs, and turn testing pain points into a practical adoption roadmap
- Able to define adoption metrics and report progress/benefits/risks clearly to management
- Experience in Singapore public sector or comparable secure/regulated enterprise environments
- Proficient with test management and defect tracking tools (e.g. Jira)
Desirable:
- Degree in Computer Science, IT, Engineering, or equivalent
- Testing certification (ISTQB, CSTE, or equivalent)
- Tricentis Tosca Architect certification or equivalent advanced Tosca credential
- Tosca setup experience in government cloud/secure environments (e.g. Government Commercial Cloud) and CI/CD pipeline integration
- API test automation and complementary tools/frameworks — Playwright, Selenium, Cucumber, Karate, Postman
- Experience tracking automation delivery, coverage, execution results, risks, benefits, licence utilisation
- Government or public sector IT project experience
- Knowledge of performance, security, and non-functional testing
Scope of work:
- Define and maintain the Tosca product roadmap, adoption priorities, and implementation approach
- Identify (with stakeholders) suitable systems, test scenarios, and regression areas for Tosca automation
- Plan and manage the manual-to-automation transition roadmap, with Tosca as primary tool (other tools only where better fit)
- Manage and coach the SQE team on Tosca adoption, capability uplift, and automation implementation
- Track and report adoption progress, licence utilisation, automation coverage, benefits, and risks
- Establish Tosca usage standards — reusable assets, naming conventions, evidence capture, governance checkpoints
- Review test artefacts/automation assets for reusability, maintainability, and alignment with objectives
- Manage Tosca usage within secure-environment constraints (setup, access, security compliance)
- Guide structured test design practices to improve automation readiness
- Collaborate with HDB ISG QM to align adoption with organisational quality objectives
