Head, Compliance and Money Laundering Reporting Officer (MLRO), Singapore Branch

Summary

Oversee Singapore branch compliance, AML/CFT policies, and regulatory reporting; set up monitoring rules, conduct risk assessments, and handle audits/inspections for ICICI Bank.

Act as the key contact person for the Regulator for all matters and communication.

Provide oversight and direction to the Singapore Compliance team for:

Tracking the issuances of Regulatory Circulars, Notices and guidelines, disseminating the same to relevant responsible teams, providing inputs to these teams (where required) in the formulation of the relevant policies and ensuring timely closure (or tracking non closure via relevant forums) of such regulatory issuances in the system.

Ensuring Regulatory queries are addressed within stipulated timelines.

Sharing regulatory feedback with key management – both at the Branch and at Head office.

Formulating of the following procedures:

  • AML/CFT Manual of the Singapore Branch
  • Compliance Manual of the Singapore ranch
  • Personal Account Dealing (PDA) Framework of the Singapore Branch
  • Personal Data Protection Note (PDP) of the Singapore Branch
  • EWRA framework for the Branch

Arranging periodic trainings to the Branch staff on AML/CFT, PDP and PAD.

Set up transaction monitoring rules to detect and report suspicious transactions via timely review, disposition and reporting of alerts, where required.

Performing sample-based compliance testing and reporting the key findings to the Compliance and Audit Forum (CAAF)of the Branch.

Conducting the periodic Enterprise Wise Risk assessment of the Branch as per regulatory defined frequency.

  • Formulating the EWRA framework and methodology
  • Executing the EWRA periodic exercise
  • Sharing the results with management both at Branch and HO
  • Ensuring closure of observations and recommendations

Timely conducting the CAAF of the Branch for the purposes of updating the Branch and Head office management on:

  • Monthly compliance management report
  • Pending actionable of IAD reports
  • Other matters MAS Inspection, statutory audit
  • Updates on Customer Due Diligence (CDD)
  • Update on any incidents / issues identified during the reporting period
  • Review of AML/CFT related matters

Monitoring and reviewing the respective outsourced service provider performance by using various Key Performance Indicators, Service Level Agreements, operational errors and site visits.

Handling regulatory inspections, compliance audits as well as special consultant’s reviews

  • Ensure execution of remediation plan including - query resolutions and tracking implementation of recommendations

Setting tone from the top and working with SMF to uphold high standards of accountability and conduct within the Branch

Championing a prudent risk& compliance culture within the team by promulgating good practices that promote ethical behaviour, accountability and good conduct.

Maintain fitness and propriety for roles and responsibilities as a Senior Manager

Ensuring staff including MRPs if any are trained, guided and supported to meet internal and external requirements and relevant policies & procedures.

As assigned member of specific management level forums, understand the mandate of the forums, discuss matters of relevance, implement and deliver, where appropriate, improved strategy, governance, risk management, controls and compliance across the Branch.

o Emphasis on individual accountability does not absolve the collective accountability of management forums and vice versa as a key objective of forming management forums is to leverage the diverse views and expertise of individual members incoming to a collective decision on the Branch’s affairs.

o Maintain a robust understanding of the matters under your purview, and how these interact with the Branch’s business and risks. Accordingly, determine the issues that ought to be raised at the relevant committee meeting and make constructive contributions to the discussion, so as to facilitate more informed decision-making by the forum collectively.
