RESPONSIBILITIES

Position Overview:

The Information Technology & Security Head is responsible for leading the organisation's overall technology strategy, infrastructure, systems, cybersecurity, and digital transformation initiatives to drive service delivery, operational efficiency, and organisational growth.

The role ensures that technology services are secure, reliable, and aligned with organisational objectives while enabling innovation, compliance, and effective use of digital solutions across the agency. The position has organisation-wide impact and works closely with senior management, system users, external vendors, and regulatory bodies.

Roles & Responsibilities

  • Develop and implement the organisation's IT strategy and digital roadmap, ensuring alignment with organisational goals and service delivery requirements.
  • Lead and oversee IT operations, including infrastructure, systems, applications, cybersecurity, and user support services to ensure availability, reliability, and performance.
  • Drive digital transformation initiatives and technology-enabled improvements to enhance organisational effectiveness, service delivery, and productivity, including the innovative use of AI.
  • Establish and maintain IT governance, cybersecurity, risk management, and data protection frameworks, ensuring compliance with relevant regulations and organisational requirements.
  • Manage technology programme investments, IT budgets, and vendor relationships to ensure cost-effectiveness, value for money, and optimal utilisation of resources.
  • Oversee the implementation, enhancement, and maintenance of enterprise applications and technology platforms, including case management, HR, finance, and collaboration systems.
  • Provide strategic advice and recommendations to senior leadership on technology trends, innovations, risks, and opportunities.
  • Develop and enforce IT policies, standards, and operating procedures to ensure secure and effective use of technology across the organisation.
  • Lead cybersecurity awareness and digital adoption initiatives to strengthen organisational capability and resilience.
  • Oversee IT projects, ensuring successful delivery within approved budgets, timelines, and quality standards.
  • Manage relationships with technology vendors, consultants, auditors, funding partners (NCSS) and regulatory stakeholders.
  • Build, lead, and develop the IT team to support organisational priorities and future technology needs.
  • Support internal and external audit activities related to information technology, cybersecurity, and data governance.
  • Ensure business continuity and disaster recovery plans are developed, maintained, and regularly tested.
QUALIFICATIONS
  • Qualifications
    • Degree in Information Technology, Computer Science, Information Systems, Engineering, or a related discipline.
    • Relevant professional certifications such as ITIL, CISSP, CISM, PMP, Azure, AWS, or equivalent will be an advantage.
  • Experience
    • At least 10 to 15 years of relevant IT experience, including leadership responsibilities.
    • Experience leading organisation-wide IT operations, digital transformation initiatives, and technology projects.
    • Experience managing cybersecurity, IT governance, risk management, and data protection programmes.
    • Experience in vendor management, contract management, and budget oversight.
    • Experience working with senior leadership on technology strategy and investment decisions.
    • Experience in the social service, public sector, healthcare, or not-for-profit sector would be an advantage.
  • Knowledge & Skills
    • Strong knowledge of IT infrastructure, cloud platforms, enterprise applications, networks, use of AI and end-user computing.
    • Good understanding of cybersecurity principles, incident management, and information security governance frameworks.
    • Knowledge of data governance, system integration, analytics, and business continuity planning.
    • Strong understanding of PDPA, Cyber Trust Mark and relevant regulatory requirements.
    • Excellent leadership, stakeholder management, and influencing skills.
    • Ability to translate technical concepts into business implications and recommendations.
    • Strong analytical, strategic thinking, and problem-solving capabilities.
    • Effective communication and presentation skills with the ability to engage stakeholders at all levels.
    • Proficient in Microsoft 365 productivity tools and enterprise technology platforms.
