Salary: £72,281 - 72,281 per year

Requirements:

• Significant experience leading a Business Analysis profession, function or practice in a complex digital, technology or transformation environment
• Strong people leadership experience, including line management and developing Business Analysts at scale
• Expert knowledge of Business Analysis disciplines, including requirements management, process modelling, business rules analysis, data modelling and impact assessment
• Proven ability to define complex problems, evaluate options and support evidence-based decisions
• Experience leading Business Analysis capability in a large public sector or regulated organisation is desirable
• Knowledge of government digital delivery practices and service transformation programmes is desirable
• Professional Business Analysis qualifications or membership of relevant professional bodies is desirable
• Experience supporting organisational insourcing, capability growth and workforce transformation initiatives is desirable
• The post is subject to BPSS-level clearance

Responsibilities:

• Act as Head of Profession for Business Analysis and Product Management, defining vision, standards and strategic direction across DVSA
• Own and evolve our agency-wide Business Analysis and Product Management strategy, aligned with organisational and government digital priorities
• Lead and oversee Business Analysis capability across the organisation through line management, professional leadership and workforce planning
• Provide strategic insight into resource allocation, capacity, demand, risks and constraints across a large delivery portfolio
• Lead our Product Management community of practice
• Work with senior leaders, multidisciplinary delivery teams and the Chief Delivery Officer to ensure high-quality analysis supports change across our portfolio of products, programmes and services

We are DVSA, the Driver and Vehicle Standards Agency, working in partnership with Inspire People to recruit a permanent Head of Business Analysis. We help keep Great Britains roads safe and support millions of drivers, vehicles and businesses. In this senior role, you will shape our Business Analysis capability and Product Management community as we transform digital services, improve operational effectiveness and deliver meaningful outcomes for citizens and stakeholders. The salary is £72,281, with a 29% employer pension contribution and Civil Service benefits. The role is hybrid, with employees expected to spend 60% of their working time in an office, typically three days a week. Locations include Bristol, Swansea, Leeds, Nottingham, Newcastle, Oldham (Chadderton), Birmingham (Garretts Green) and Uxbridge. The post will initially be based in Uxbridge while work is completed at Yeading, the contractual location; employees will relocate to Yeading when the site reopens in 2028. Candidates based in Yeading will receive a £4,000 London Weighting allowance.
