Head of Project Management
Summary
Oversee end-to-end project management for real-estate development, from land acquisition to project close-out, ensuring timely delivery, budget adherence, and regulatory compliance.
Strategic Project Leadership
- Lead and oversee the end-to-end project management lifecycle, from land acquisition support, feasibility studies, planning, design development, procurement, construction, commissioning, completion, and defect liability period until final project close-out.
- Develop and implement project management strategies, frameworks, policies, and best practices to improve project delivery performance and operational efficiency.
- Establish project governance, reporting structures, and decision-making processes to ensure effective project execution.
- Align project objectives with the company's overall business strategy and development goals.
Project Planning & Development
- Lead the preparation of comprehensive project execution plans, master development schedules, resource plans, and project budgets.
- Review project feasibility studies, technical proposals, development concepts, and financial considerations to support management decision-making.
- Ensure all project planning activities consider technical feasibility, commercial viability, risk management, and regulatory compliance.
- Coordinate with the Design, Development, Sales & Marketing, Finance, Legal, and Procurement teams during the planning stage to ensure project readiness.
Project Monitoring & Control
- Monitor the progress of all ongoing projects to ensure timely completion in accordance with approved sc
- hedules and budgets.
- Establish project performance indicators (KPIs) and regularly review project performance against cost, quality, safety, timeline, and risk objectives.
- Identify project delays, technical issues, cost overruns, and operational risks, and implement effective mitigation and recovery plans.
- Conduct regular project review meetings with consultants, contractors, and internal stakeholders to monitor project status and resolve issues promptly.
- Prepare comprehensive project status reports, dashboards, and management presentations for senior leadership and the Board of Directors.
Contract & Consultant Management
- Oversee the appointment, performance, and management of consultants, contractors, suppliers, and service providers throughout the project lifecycle.
- Review project contracts, tender documentation, variation orders, extension of time (EOT) claims, and contractual obligations to protect the company's interests.
- Ensure consultants and contractors deliver their services in accordance with contractual requirements, quality standards, and project timelines.
- Evaluate contractor and consultant performance and recommend continuous improvement initiatives.
Construction Management
- Oversee construction activities to ensure compliance with approved designs, specifications, quality standards, and safety regulations.
- Monitor site progress through regular inspections, project meetings, and performance reviews.
- Ensure construction quality meets regulatory requirements, company standards, and customer expectations.
- Coordinate with contractors and consultants to resolve construction-related technical issues efficiently.
Cost & Budget Management
- Monitor project expenditures against approved budgets and ensure effective cost control throughout the project lifecycle.
- Review project cash flow forecasts, payment certifications, variation claims, and financial reports.
- Identify opportunities for value engineering and cost optimization without compromising project quality.
- Collaborate with the Finance Department to ensure effective financial planning and project cost management.
Risk & Compliance Management
- Identify project risks and develop proactive mitigation strategies to minimize potential impacts on project delivery.
- Ensure compliance with all statutory requirements, development approvals, environmental regulations, health and safety standards, and local authority requirements.
- Monitor project governance, legal compliance, and corporate risk management throughout the project lifecycle.
- Lead issue resolution and escalation processes for critical project risks.
Stakeholder Management
- Build and maintain effective working relationships with government authorities, regulatory agencies, consultants, contractors, utility providers, joint venture partners, and other key stakeholders.
- Represent the company during project meetings, authority submissions, site visits, and strategic discussions.
- Ensure effective communication among internal departments to facilitate timely decision-making and successful project delivery.
Team Leadership
- Lead, mentor, and develop the Project Management team to achieve high performance and professional growth.
- Establish clear performance objectives, provide coaching, and conduct regular performance evaluations.
- Promote a culture of accountability, collaboration, innovation, and continuous improvement within the department.
- Ensure effective resource allocation and succession planning for project management capabilities.
Continuous Improvement
- Drive digital transformation and innovation in project management practices through the adoption of project management tools, systems, and technologies.
- Review project lessons learned and implement continuous improvement initiatives to enhance future project delivery.
- Benchmark industry best practices and recommend process improvements to strengthen organizational capabilities.
