Scope of the Role

  • Responsible for management of operational risk and regulatory risk for the Department
  • For external regulatory examination: the Risk and Control Unit Head is responsible to act as the main liaison and address all concerns and requirements of regulators with respect to risks of the Department
  • Responsible for designing, implementing, and overseeing specifically WBN Anti-money laundering framework which includes establishing robust controls, monitoring customer and transaction risks, ensuring effective reporting, and maintaining alignment with evolving regulatory requirements.

Specific Key Responsibilities:

Drive Strong Operational Risk Management Practices

  • Proactively manage the risk in the Department to reduce the likelihood or impact of negative impact events.
  • Responsible to report risks to the Head of Department and Regional Head of RCU in a timely manner so that the Heads have a clear view of the overall control effectiveness of the unit.
  • Execute the operational risk framework of the bank in a robust and disciplined manner to achieve sound risk management practices and reporting.
  • Proactively partner and engage with the second line of defence to achieve an optimal outcome of risk management for the bank.

Promote and Maintain Regulatory Compliance

  • Build and execute the compliance risk framework within the Department in a robust and discipline manner to achieve sound compliance risk management practices and reporting.
  • Support and lead the Department in relation to proactive identification and management of compliance risk.
  • Proactively identify areas within effective controls and work with the relevant stakeholders to enhance overall control environment to mitigate compliance risks.

Champion the Risk Culture

  • Champion risk and compliance culture within Treasury & Markets and the WBN business through targeted communication, engagement, and training initiatives.
  • Work closely with second line Risk and Compliance teams to develop and deliver relevant risk updates, training materials, and culture programmes.
  • Ensure effective onboarding, guidance, and ongoing support for RCU team members

Employee Engagement and Development

  • Lead, coach, and develop direct and indirect reports to ensure strong performance, engagement, and capability development.
  • Set clear performance objectives, provide regular feedback, and complete appraisal processes in accordance with CIMB performance management requirements.
  • Attract, retain, and develop high-quality risk and control talent to support the evolving needs of Treasury & Markets and the WBN business.

Requirements:

  • Bachelor’s or Master's Degree or any related disciplines (Accounting/ Finance/ Business) or equivalent professional qualification
  • Preferably with professional certifications (e.g., FRM, CFA, ICA, ACAMS, CPA), or other relevant risk or compliance certifications.
  • Minimum 10 years of progressive experience in operational risk management, compliance, controls, or governance functions within financial services
  • At least 5 years of leadership experience managing teams or units
  • Strong exposure to Treasury & Markets, capital markets and/or wholesale banking

Technical / Functional

  • Strong understanding of non-financial risk frameworks, governance, and regulatory requirements.
  • Sound knowledge of end-to-end Treasury & Markets front-to-back processes and WBN operating models.
  • Strong regulatory interpretation, risk advisory, and control design skills.
  • Ability to analyse risk data, identify themes, and drive practical remediation across jurisdictions.
