Head of Technical Systems Development and Support Section

Job Purpose
Runs the Technical Systems Development and Support Section. Owns future-outlook studies, benchmarking against global peers, risk assessment across department projects, cost control, and quality assurance on execution. Reports results to stakeholders.

Key Responsibilities

• Sets strategic and operational plans for the section and manages the team delivering them
• Prepares the section's budget and sets work procedures and performance standards
• Runs research and benchmarking on maintenance systems and best practices, including global comparisons to cut maintenance costs and boost asset performance
• Oversees risk assessment across all department projects, builds mitigation plans, and shares lessons learned
• Unifies technical work guides and engineering specifications, keeps maintenance databases current
• Controls project costs: reviews contractor/consultant claims and variation orders against completed work
• Checks execution quality through field visits, confirms specs are met and timelines held
• Keeps material pricing and cost data updated for use across sections
• Tracks project progress against time and cost, reports to stakeholders
• Evaluates contractor technical performance
• Prepares case files and records for legal disputes with contractors or consultants
• Maintains project databases (engineering, structural, electrical, mechanical, architectural data)
• Submits periodic performance reports

Qualifications

• Bachelor's degree in Electrical, Civil, or Mechanical Engineering
• 6-8 years of experience

Reporting Line
Reports to the Director of the General Maintenance Department. Manages section staff directly.

Work Environment
Field-based role, 40-60% field work. Requires coordination with contractors and external companies, plus internal coordination across the department.
