Head of Treasury & Asset Liability Management (ALM)

Job Summary

Lead the Treasury and Asset Liability Management functions for an international bank in Singapore, overseeing treasury operations, liquidity, ALM, and financial markets. Collaborate with senior stakeholders and manage a team to drive strategic treasury outcomes.

Responsibilities

  • Lead and manage the Branch’s Treasury and ALM functions, ensuring compliance with internal policies, delegated authorities, Head Office guidelines, and Singapore regulatory requirements
  • Advise Branch Management on treasury strategy, liquidity position, financial markets, and market developments by providing timely analysis and actionable recommendations
  • Oversee liquidity management, funding, and balance sheet considerations with appropriate controls and regulatory compliance
  • Supervise Treasury dealers to monitor liquidity, financial markets, treasury products, and market opportunities across domestic and international markets
  • Review, approve, and monitor treasury transactions within delegated limits, ensuring proper execution, risk controls, and adherence to internal procedures
  • Prepare and present Treasury, ALM, and market updates to senior management and the Asset & Liability Management Committee (ALCO)
  • Monitor significant market, interest rate, foreign exchange, and liquidity developments and provide timely updates to Branch Management
  • Lead and develop the Treasury team through work allocation, performance management, coaching, staff development, and succession planning
  • Develop and maintain strategic relationships with financial institutions, regulators, and key market participants to support treasury objectives
  • Identify and implement opportunities to enhance Treasury business performance, liquidity management capabilities, and the Bank’s presence in Singapore financial markets
  • Participate actively in management and governance committees including ALCO, Credit, Compliance, and Risk Management Committees
  • Drive continuous improvement initiatives in Treasury processes, controls, and risk management practices
  • Perform additional duties assigned by Branch Management related to the Treasury and ALM scope

Required competencies and certifications

  • Bachelor’s Degree in Banking & Finance, Economics, Business, Commerce, or a related discipline
  • At least 20 years of relevant experience in Treasury, Financial Markets, ALM, Liquidity Management, or Banking, including significant managerial or leadership roles
  • Strong knowledge of Treasury products, financial markets, liquidity management, Asset & Liability Management (ALM), interest rate and foreign exchange markets, Treasury operations, and relevant regulatory requirements
  • Proven analytical, leadership, communication, stakeholder management, and decision-making skills to work effectively with senior management, Head Office, regulators, and external financial institutions
  • Appointment to this position is subject to approval by the Monetary Authority of Singapore (MAS), where applicable

Preferred competencies and qualifications

  • Experience leading a Treasury team within a bank or financial institution
