Job Purpose:
The Head, Reconciliation Governance, Operations & Analytics is a strategic leadership role responsible for shaping and overseeing CIMB Group's enterprise-wide reconciliation governance, control framework, and reconciliation operating model to safeguard financial integrity, strengthen risk management, and support regulatory confidence.
The incumbent serves as the Group's accountable executive for the end-to-end reconciliation ecosystem, providing strategic direction and governance over reconciliation policies, operating standards, control effectiveness, management reporting, and issue resolution across the Bank. The role ensures timely identification, escalation, and remediation of reconciliation exceptions while driving a culture of ownership, accountability, and sustainable control excellence throughout the organisation.
As the leader of the Level 2 Operations & Analytics function, the role is responsible for driving analytical insights, balance substantiation, collection account governance, and independent challenge over unresolved reconciling items. Through data-driven analysis and proactive risk identification, the incumbent provides management with actionable insights to enhance financial control effectiveness, improve operational resilience, and reduce balance sheet risks.
The role also oversees the Monitoring & Controls Unit, serving as the central governance authority for reconciliation performance across the Bank. This includes stewardship of management dashboards and key control indicators presented to senior management committees, governance of write-off and write-back processes, oversight of audit and regulatory engagements, and leadership of strategic transformation initiatives aimed at enhancing automation, control sustainability, and operational efficiency.
As a trusted partner to senior stakeholders across Business Units, Finance, Operations, Risk, Compliance, Technology, and Internal Audit, the incumbent drives enterprise-wide alignment on reconciliation priorities, influences control improvements, and ensures reconciliation outcomes remain aligned with the Group's financial stewardship objectives, regulatory expectations, and risk appetite framework.
1. Enterprise Reconciliation Governance & Control Excellence- Serve as the Bank's central authority for reconciliation governance, establishing strategic direction, operating standards, and oversight frameworks to safeguard financial integrity and balance sheet accuracy.
- Lead enterprise-wide reconciliation governance forums and senior management discussions, driving transparency, accountability, and timely resolution of reconciliation risks and control gaps.
- Oversee the effectiveness of the Bank's reconciliation control environment, ensuring alignment with regulatory expectations, risk appetite, and best practices.
- Drive consistent implementation of reconciliation policies, standards, and procedures across Business Units and Business Enablers.
- Provide independent challenge and oversight of material unreconciled balances, aged exceptions, and recurring control deficiencies.
- Champion a culture of proactive reconciliation ownership, risk awareness, and sustainable control excellence across the organization.
- Provide strategic leadership and oversight of the Level 2 Operations & Analytics function responsible for balance sheet substantiation, manual reconciliation governance, and resolution of complex reconciliation issues.
- Drive independent review, challenge, and validation of reconciliation outcomes to ensure completeness, accuracy, and compliance with established governance standards.
- Oversee management of ageing balances, unreconciled items, and material exceptions, ensuring timely escalation and remediation of emerging risks.
- Lead root-cause analysis initiatives to identify structural issues, eliminate recurring breaks, and strengthen end-to-end control effectiveness.
- Leverage data analytics and management insights to improve reconciliation quality, operational efficiency, and risk visibility across the Bank.
- Act as the central governance authority for collection account management and oversight across the Bank.
- Ensure the completeness, integrity, and ongoing maintenance of the Bank's collection account universe and related governance repository.
- Provide oversight and challenge over high-risk, dormant, overdrawn, and long-outstanding collection account balances.
- Partner with Business Units and account owners to drive timely remediation, account rationalization, and risk reduction initiatives.
- Identify opportunities to enhance collection account controls, governance standards, and operational sustainability.
- Own the Bank's reconciliation performance reporting framework and provide strategic insights to senior management, governance committees, and key stakeholders.
- Lead the development and presentation of reconciliation dashboards, key risk indicators, and management information to enable informed decision-making.
- Provide forward-looking analysis on ageing trends, concentration risks, recurring breaks, and emerging control issues.
- Challenge and validate submissions from Level 1 and Level 2 reconciliation stakeholders to ensure accuracy, consistency, and integrity of reporting.
- Recommend risk mitigation actions, escalation strategies, and management interventions where required.
- Drive the evolution of dashboard reporting through advanced analytics, AI-driven insights, predictive monitoring, and enhanced data visualization capabilities.
- Champion the Bank's "Drive to ZERO" agenda by promoting resolution discipline and sustainable elimination of long-outstanding reconciliation items.
- Serve as the Bank-wide governance lead for all miscellaneous write-off and write-back activities.
- Provide independent review and challenge of write-off/write-back proposals to ensure robust justification, policy compliance, and adherence to regulatory requirements.
- Evaluate financial, operational, and control implications of proposed write-offs and recommend appropriate governance actions.
- Lead the preparation of executive papers, management submissions, and Board-level approval documents, ensuring clarity, accuracy, and transparency of key information.
- Oversee end-to-end governance of proposal approvals, implementation tracking, and post-approval monitoring.
- Drive continuous enhancement of governance standards, approval workflows, and reporting transparency relating to write-off activities.
- Act as the principal representative for reconciliation matters in engagements with Internal Audit, External Audit, Regulators, Risk Management, and Compliance functions.
- Provide strategic leadership in the management of audit observations, regulatory reviews, and control remediation initiatives.
- Ensure ongoing compliance with internal policies, governance frameworks, regulatory requirements, and control standards.
- Oversee reconciliation governance scorecards, key risk indicators, and control effectiveness assessments to provide management with assurance over the Bank's reconciliation environment.
- Lead proactive identification and mitigation of reconciliation-related risks, control weaknesses, and emerging regulatory concerns.
- Drive a strong risk and control culture by embedding governance discipline and accountability throughout the reconciliation lifecycle.
- Lead, inspire, and develop a high-performing team of managers and subject matter experts while fostering a culture of accountability, innovation, and continuous improvement.
- Build and maintain strong strategic partnerships across Group Finance, Business Units, Operations, Risk, Compliance, Technology, and Audit functions.
- Influence senior stakeholders and decision-makers to drive remediation priorities, governance enhancements, and control improvements.
- Sponsor and lead strategic transformation initiatives focused on automation, digitization, data analytics, artificial intelligence, and process simplification.
- Continuously challenge existing operating models and identify opportunities to enhance scalability, operational resilience, and control effectiveness.
- Lead or participate in enterprise-wide initiatives, special projects, and transformation programs that strengthen financial governance, reconciliation effectiveness, and control sustainability across the Group.
- Provide subject matter expertise and strategic advisory support on reconciliation, financial controls, balance sheet governance, and operational risk matters.
- Undertake additional responsibilities as assigned by senior management to support the Group's strategic, regulatory, and operational priorities.
Job Specification
- Qualifications - Degree in Accounting, Finance or Accounting Professional Qualification.
- 15+ years of experience in Finance, Accounting, Financial Control, Reconciliation, Banking Operations, or Shared Services.
- Minimum 8 years in leadership roles managing managers and large operational teams.
- Strong experience in reconciliation governance, financial controls, audit, and stakeholder management.
- Experience presenting to senior management and governance committees.
Technical/Functional skills
- Strong knowledge of accounting standards, financial controls, and reconciliation methodologies.
- Deep understanding of banking products, banking operations, and General Ledger processes.
- Strong analytical and dashboard reporting capabilities.
- Familiarity with audit, risk management, and regulatory governance frameworks.
