Health Professions Education Analyst

Summary

Analyzes and manages health professions education programs, funding, and compliance for the VA, ensuring accurate reimbursement and reporting for trainees and affiliates.

This position is in the Health Professions Education (HPE) Office (HPEO) and is supervised by the Executive Officer for Research, Development & Education. There is additional oversight provided by the Designated Education Officer (DEO), who reports to the Chief of Staff. This position supports the DEO and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility.

The incumbent serves as a Health System Specialist - Health Professions Education (HPE) Analyst. The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and Office of Academic Affiliations' (OAA) strategic plans. The position informs the Designated Education Officer (DEO) and HPE service with authoritative analyses, evaluations, policy guidance and advisement regarding OAA special purpose funding, disbursement agreement (DA) processes and health care operations, to include onboarding Health Professions Trainees as they relate to HPE programs. Major duties include but are not limited to: Serves as the disbursement coordinator (DC) and is responsible for communicating, establishing processes and ensuring compliance with VHA Directive 1400.05 and related Standard Operating Procedures (SOPs). Administers the tasks and procedures required between the VA and the affiliate including establishing DAs and validating multiple data sources. Evaluates programs and processes for discrepancies to determine efficient and compliant HPE program operations and use of OAA resources. Utilizes knowledge and experience in health care delivery systems to oversee and manage disbursement procedures and processes. Manages the special purpose academic fund from OAA and HPT reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc. for presentation to facility leadership, OAA, or academic organizations using graphs, flowcharts, and other techniques. Completes and reviews the monthly educational activity record (EAR) consolidation and calculations to ensure accurate educational activity reimbursement. Informs and advises HPE management and the OAA program office directly in analyzing and evaluating programs and leading complex processes across HPE programs and affiliates. Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources, OAA reports, or special projects. Maintains awareness of new policies related to budget, personnel, and procurement to provide analysis, training and recommendations to enhance HPE operations. Performs other related duties and responsibilities as necessary. Completes onboarding tasks for all Health Professions Trainees. Work Schedule: 8:00am-4:30pm Position Description Title/PD#: Health Professions Education Analyst/PD99452S and PD99451S Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the clinical facility areas. Stamina and concentration to meet crucial deadlines is required. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
