What is the project?

The Pickering Nuclear Generating Station refurbishment program involves designing and building a new deep-water intake in Lake Ontario to improve the plant's cooling system. This will involve:

  • A5 km-long tunnel, built by a pressurized TBM (10.5 m diameter slurry TBM);
  • Two vertical shafts (onshore and offshore);
  • An offshore modular intake structure, resting on the lake bed.

The project is distinguished by its proximity to an active nuclear site, requiring rigorous standards of safety, planning and coordination.


What you will do:


The Health & Safety Manager is responsible for developing, implementing and managing the H&S program while ensuring compliance with H&S legislation. They will conduct trainings for management and staff and provide recommendations on augmenting the performance of H&S initiatives and plans.


Your tasks will be:


  • Establish the Construction H&S Management Plan and related documents in relation to the Project Management Team.
  • Ensure that the Construction H&S Management Plan is established and kept updated as the project progresses and contains specific measures concerning particularly hazardous work.
  • Manage the H&S Coordinators and ensure daily coordination (Onshore, Marine
    and Tunnel).
  • Plan and organize the necessary trainings and workshops H&S is understood in the construction methods, preliminary work plans and work plans established by the Methods and Construction Teams.
  • Support the project teams for all matters related to H&S Management.
  • Plan and organize, with the support of the H&S Coordinator, orientations, trainings and awareness sessions to ensure that all project personnel, service providers and third parties understand H&S policies, systems and procedures.
  • Develop the Behavior Based Safety program at all levels of the organization to raise the H&S culture of the Project.
  • Actively participate
    to Safety in Design workshops, development of the Methods and the Work Plans,
    kick-off meetings and pretask meetings
  • Plan and carry out regular site inspections to ensure that all measures are implemented as expected and identify potential improvement actions.
  • Plan and lead monthly review of LTI and HiPo with project leadership
  • Organize, in coordination with the HR Manager, the health checks of personnel when needed / required (e.g. nightshift workers & offshore works).
  • Accompany project teams in defining corrective actions when appropriate and participate
    to their communication by establishing Safety Alerts and Health & Safety good practices that are spread through the organization.
  • Participate in internal QHSE-Permits meeting and other meetings (e.g. : Project HSE committees and Project reference group forums chaired by OPG).

Your skills:


  • Minimum of 10 years experience on the site of large construction
    projects;
  • Minimum of 5 years experience in a leadership role in health & safety on a large construction project;
  • Proven experience in tunneling or underground works, preferably with TBM operations, or maritime works;
  • Certified NCSO-IHSA or CRSP or the US equivalent;
  • Knowledge of Ontario Occupational Health and Safety Regulations;
  • Experience with safety audits, incident investigations, and risk assessments;
  • Ability to conduct safety training and enforce safety policies;
  • Strong communication and leadershp skills;
  • Familiarity with safety management systems and incident reporting tools
