Health System Specialist ( Facility Planner) Detail-Temporary Promotion Not to Exceed 1 Year

This is being offered as a Detail/Temporary promotion NTE 120 Days. The Detail/Temporary promotion may be extended without competition for up to 1 year. Incumbent may also be converted to a permanent appointment without further competition.

The Facility Planner is responsible for the development of space and design programs, data collections and analysis, interpretation, and presentation to Executive Leadership for Central Alabama Veterans Health Care System (CAVHCS) and serves as the Contractors Officer Representative for the 7 Community Based Outpatient Clinics (CBOCs) and Department of Defense Shared Service locations. The Facility Planner serves as a key member in the office of the Deputy Director. Duties may include but are not limited to: Employs advanced analytical skills and exercises professional judgment to develop, maintain and communicate facility standards, criteria, and metrics for each phase of the facility life cycle for the existing portfolio and for new construction and renovation. Engages CAVHCS leaders in clinical care, Information systems, quality, safety, manpower. and resource management to ensure the health care system's alignment with future needs. Leads collaborative research efforts to evaluate performance of facilities and direct updates to current policies and criteria based on findings. Uses collected analytical data to maximize utilization of space, equipment, and resources for the healthcare system. Provides effective management over Facility Planning, directs timely and proper completion of work assignments and implements corrective action to meet access and performance measure targets, as necessary and in direct support of the Deputy Director and CAVHCS. Provides technical expertise in the field of health care planning and establishes benchmarks and goals for facility performance that includes technical, clinical, and financial dimensions. Ensures appropriate linkage between CAVHCS business planning, strategic planning, and capital investment planning. Supports and leads CAVHCS mission, goals, and objectives for operations, leasing and property management activities to include planning, directing, coordinating, and evaluating the full range of work activities related to the lease acquisition process (new, renewal, and termination). Leads landlord tenant relations, construction/building alterations, building maintenance and repair. Facilitates timely action on the projects managed and program directives and has overall responsibility for budget and cost, schedules, quality and goals for the assigned project. Prepares and maintains a master project schedule, with individual projects linked where dependencies or domino projects exist. Supports Senior Leadership, through project oversight activities and interaction. Lead or senior management official for project briefings conducted on a periodic basis for project review and analysis involving new construction of facilities including health Care Centers, Community Based Outpatient Clinics and Outreach Clinics. Evaluates the progress of projects using appropriate management controls and develops measurable indicators for use in evaluating project management effectiveness, short and long-term effects of cost and schedule trends on assigned project. Develop policies and procedures to help oversee and coordinate space management within leased spaces and VA facilities. Facilitate employee relocations and property moves. Issues instructions, interprets, and makes available pertinent guidelines, holds briefings, defines objectives, and otherwise coordinates individual and service line activities, as necessary. Serves as spokesperson for CAVHCS in working with Congressional, VA Central Office, VISN and facility representatives, Department of Defense, non-VA organizations, including affiliated medical schools, national, state, and local planning organization, Veteran service organizations and consumer groups to carry out planning activities Develops any formal sharing agreements with various medical facilities within the community and Department of Defense. Able to work under pressure, meet deadlines and work on multiple projects simultaneously. Ability to interact effectively with staff at all levels of the organization using strong written and oral communication skills to create and deliver effective engaging presentations. Strong expertise in spreadsheet, database and presentation software including Word, Excel, PowerPoint, and Access, Share Point, Power Apps etc. Performs other related duties as assigned by the Deputy Director and other executive leadership.
