The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.
OVERAGE POSITION
This position is an overage. Funding for this position will be re-evaluated on a fiscal year basis.

DEPARTMENTAL INFORMATION
This position is in the Homelessness Section of the Housing and Community Development Division of the Planning Department and is under the direction of an immediate supervisor. This position will execute new project design through the innovation cycle which includes stakeholder engagement, policy development, program model design, testing, evaluating and iterating new initiatives while tracking metrics to determine the project’s effectiveness. This employee will regularly assess the progress and outcomes of programs and services to ensure they are meeting their goals by collecting and analyzing data, as well as making adjustments to improve effectiveness. In addition, this employee will be responsible for researching effective and emerging models in other communities.
JOB SUMMARY
This position is located in the Community Development Division of the Planning Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The Homeless Services Performance Manager is responsible for leading and improving the City’s homelessness response system by coordinating cross-agency efforts, managing contracts, and using data to strengthen housing outcomes and reduce homelessness. This role also oversees program performance, including developing metrics and evaluation tools to measure effectiveness and drive continuous improvement.
ESSENTIAL JOB FUNCTIONS
- Analyzing system operations and implementing productivity and efficiency improvement measures.
- Researching and preparing reports for the U.S. Department of Housing and Urban Development (HUD), service partners, City Council, and other stakeholders.
- Advising leadership on the long-term community impact of departmental decisions and initiatives.
- Supervising and overseeing the work assignments of section staff.
- Conducting complex research and developing reports, processes, and procedures.
- Presenting written and verbal analyses and recommendations.
- Maintaining effective collaboration with internal and external partners.
- Building and sustaining partnerships with service providers to support training, collaboration, and system performance.
- Planning, designing, and implementing system improvements.
- Monitoring system performance and identifying opportunities for improvement.
- Analyzing data using the Homeless Management Information System (HMIS) and other tools to identify trends and inform decision-making.
- Assessing complex system challenges, defining problems, and recommending effective solutions.
- Supporting emergency planning efforts, including coordinating responses during extreme weather conditions.
- Assisting with budget planning and recommending resource allocation.
- Managing and monitoring grants, including grants funded through the General Fund.
- Participating in and leading outreach activities, including field engagement in encampments and areas where individuals experiencing homelessness may be located.
- Performing other duties as assigned.
VETERANS PREFERENCE
Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement.
MINIMUM QUALIFICATIONS
- Possession of a bachelor’s degree or higher in social sciences, human services, public administration, business administration, public health, or a related field. A combination of education and experience may be substituted on a year-for-year basis.
- Minimum of three (3) years of experience working with vulnerable populations within a community.
- Minimum of three (3) years of supervisory experience.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of homeless response systems, housing stability programs, and community-based service delivery models.
- Knowledge of federal, state, and local regulations related to housing and homelessness programs, including HUD requirements and compliance standards.

- Skill in analyzing system performance data and identifying trends using tools such as the Homeless Management Information System (HMIS).

PREFERRED QUALIFICATIONS
- Knowledge and experience working with homelessness case management, housing models, and best practices in homeless services and housing placement.
- Experience working with cities and partner agencies to address homelessness and providing services to those who are homeless.
- Two (2) or more years of project management and facilitation experience including creating, tracking and reporting progress toward implementation goals.

WORKING CONDITIONS
- Primarily indoors; in a climate-controlled environment.

- Potential contact with unsanitary conditions or biohazards, including needles, waste, or other contaminants.
- Occasional local or out-of-town travel to meetings, conferences, or seminars.
- Occasionally required to work beyond normal scheduled work hours.
Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.
