House Manager

  1. POSITION PURPOSE

The House Manager serves as the primary on-site employee responsible for the daily operations, safety, and community culture of a Transformational Housing Centers LLC sober living/transitional recovery housing property. The HM ensures that all residents understand and follow house rules, facilitates a structured and recovery-supportive environment, conducts required testing and inspections, manages resident intake and move-out processes, and serves as the primary liaison between residents and THC administration. The HM also supervises the Assistant House Manager (AHM) and leads house meetings and community activities.

  1. PRINCIPAL DUTIES (NARRATIVE)

Resident Management. The HM is responsible for knowing all residents by name and ensuring consistent compliance with THC house rules. When rule violations occur, the HM addresses them promptly, documents the incident, and escalates to THC management when appropriate.

Intake and Orientation. For each new resident arrival, the HM processes all intake paperwork, enters data into the recordkeeping system, and conducts a thorough orientation including: a complete property walkthrough, review of all house rules, identification of fire extinguisher locations, evacuation routes, exit diagrams, and the first-aid kit. The HM ensures the resident understands the stabilization period requirements (first 7 days: 8:00 PM curfew, no leaving without a senior resident or staff member).

Safety and Incident Reporting. The HM monitors the property at all times for unusual behavior, signs of substance use, property damage, theft, or safety concerns. Any such observation is documented in the shift report and reported to THC management immediately. The HM monitors all appliances and equipment and reports maintenance issues promptly.

Supply and Property Management. The HM maintains an inventory of household supplies and communicates depletion or damage to THC administration. The HM prepares rooms for incoming residents (fresh linens, cleared drawers, cleaned room).

Community Programming. The HM leads weekly house meetings, wrap-up sessions, life skills groups, and community activities. The HM verifies resident compliance with the requirement to attend a minimum of 2 self-help/peer support meetings per week, collecting and distributing meeting cards at house meetings.

Conflict Resolution. The HM addresses and resolves resident conflicts using appropriate de-escalation techniques. Significant conflicts or safety concerns are reported to THC management immediately.

Drug and Alcohol Testing. The HM conducts UA/BA testing at intake, randomly, and for-cause when indicated. All test results are documented and reported to THC management immediately. The HM follows chain-of-custody protocols.

Curfew, Bed Checks, and Inspections. The HM conducts curfew checks (Sunday–Thursday 10:00 PM; Friday–Saturday midnight), nightly bed checks, and daily/weekly room and common area inspections. Saturday inspections are conducted to the "deep-clean" double-scrub standard. All checks and inspections are documented in the shift report.

Documentation and Communication. The HM completes a shift report every shift. The HM responds to all communications within 24 hours. The HM notifies THC management in advance of any extended off-property absence. The HM attends weekly management meetings with THC administration.

Supervisory Responsibilities. The HM supervises and directs the AHM, including assigning duties, monitoring performance, and providing guidance. The HM approves or denies resident requests per THC policy and coordinates all resident move-ins and move-outs.

Referrals. The HM provides referral resources to residents who need mental health, substance use, medical, or other community services.

  1. COMMUNITY LEADERSHIP AND MENTORSHIP ACTIVITIES

As a person in recovery serving in a leadership role, the House Manager is expected to model healthy recovery behavior and serve as a positive example to residents. Certain activities — including informal mentoring conversations, attending personal AA/NA/SMART Recovery meetings, engaging in personal recovery practices, and casual supportive interaction with residents — are part of the HM's role as a recovery community leader. These activities are personal and recovery-mutual in nature. They are not scheduled compensable duties, are not clocked as work time, and are not separately compensated. They are, however, integral to the culture and purpose of THC's recovery housing model.

  1. ON-PREMISES AVAILABILITY (NON-COMPENSABLE)

The House Manager is required to reside at the Property. Time spent on-premises while not performing active duty — including sleeping, personal meals, personal recreation, personal recovery activities, and general presence — is non-compensable on-call availability. This availability is reflected in the overall compensation structure and the IWC lodging credit arrangement.

  1. EMPLOYMENT CLASSIFICATION STATEMENT

The House Manager position is classified as a W-2 employee of Transformational Housing Centers LLC under California law. This position is NOT classified as an independent contractor. The HM is subject to all applicable provisions of California IWC Wage Order No. 5, the California Labor Code, the California Fair Employment and Housing Act, and applicable San Diego municipal minimum wage ordinances. THC will withhold all required payroll taxes, provide workers' compensation coverage, and provide all required employee benefits and notices as required by law.
