HOUSING CASE MANAGER/INSPECTOR II


Position Summary: Primary responsibility is inspecting private market and agency owned housing and secondarily assisting in the management of low-income housing programs to include case management. This position offers an opportunity to make a meaningful impact in the community by ensuring access to essential housing resources for those in need.

OVERVIEW

This position is part of a dynamic team committed to providing Alaskan’s access to safe, quality, affordable housing. The ideal candidate will possess strong analytical skills to assess affordable housing programs related to the Housing Choice Voucher program standards and effectively prioritize tasks. As a case manager, exceptional listening and communication skills are essential, as the role involves engaging with clients from diverse social economic backgrounds on a daily basis.

The ideal candidate must be able to think independently, assess family situations within the confines of highly regulated housing programs, convey accurate housing program information, and maintain the utmost professionalism when communicating both favorable and unfavorable messages. The incumbent’s primary responsibility during the workday is to perform programmatically required housing inspections and related tasks pertinent to that responsibility. Secondary responsibilities is focused on case management (approximately 60 to 150+/- assigned cases). As the organization drive digital automation continues, this position must be adept at effectively utilizing housing management software to maintain accurate client records.

This position demonstrates extensive knowledge of housing inspection standards and increased independence in performance of duties through knowledge gained as a Housing Case Manager I or similar experience.

SUPERVISION RECEIVED AND EXERCISED: Non-exempt, non-supervisory

EXAMPLES OF DUTIES

This position is primarily responsible for conducting housing unit inspections in accordance with federal and state regulations. In addition, the incumbent will be responsible for daily client case management within the Housing Choice Voucher housing assistance program for a small case load (roughly 60 to 150 +/- assigned cases) and must be able to successfully work with minimal supervision. The following represents the major essential and secondary duties of the position; however, they are not intended to be all-inclusive. Key responsibilities include, but are not limited to, the following:

1. Housing Unit Inspections:

a. Conduct and document housing unit inspections of private and agency owned units;

b. Review and approve client packages for inspection;

c. Preparing annual, complaint, and initial move-in inspection packages;

d. Assist in the maintaining a comprehensive inspection schedule;

e. Collect data on private, unassisted units to maintain a database of comparable units; and

f. Determine rent reasonableness for units.

2. Client Interactions:

a. Interpret complex housing program rules for clients in easy-to-understand terms, taking into account the audience and nature of the information;

b. Interacts with a diverse social economic population and a wide array of external agencies with a high degree of autonomy;

c. Provide information on grievance procedures or fair hearings;

d. Offer appropriate community resource referrals.

e. Counsel applicants on their various housing options

3. Program Compliance:

Remain abreast of all regulatory guidelines and policies and carry out program duties in alignment those housing regulations. Adhere to policies and procedures related to:

a. Housing Inspection Standards

b. Civil and Disability rights;

c. Rental integrity; and

d. Data privacy laws.

4. Day-to-day client operations:

a. Manage the Housing Choice Voucher and assigned referral programs.

b. Demonstrate proficiency utilizing electronic central housing program and ensure all information entered in electronic software agrees with the supporting documentation in files. Document all actions accurately in electronic client files

c. Complete accurate adjustments to rent computations in compliance with rental integrity standards and collect and review income, assets, and deductions in compliance with those rental integrity standards.

d. Conduct unit inspections of private units and document results, which includes move-in, complaint and/or annual inspections.

e. Collect data on private, unassisted units to maintain a database of comparable units;

f. Assess rent reasonableness for units.

5. Other duties as assigned

Knowledge, Skills and Abilities

Knowledge of: Microsoft office products, web-based training tools, proficiency in business English and mathematics; effective communication techniques, knowledge of federal and agency regulations governing assisted housing programs. Knowledge of the community, social & economic resources available

Skills in: Methods of effective case management, strong problem solving and critical thinking skills, effective time management and organizational skills; proficient interviewing techniques and skilled in the use of a personal computer. The employee identifies work that needs to be done, prioritizes, coordinates efforts and performs the tasks independently.

Ability to: Develop and present rational conclusions, comprehend written material; establish and maintain effective working relationships; navigate federal regulations and procedures related to the housing programs operated; complete required training to maintain program proficiency. Makes sound well informed decisions, perceives the impact and implications of decisions. Exercises discretion and independent judgment pertaining to the housing choice voucher program. Effectively interprets and communicates HUD programs policies.

MINIMUM QUALIFICATIONS:

High school diploma or GED with three (3) years’ experience in compliance, adherence to regulations and general office practices. Clerical duties such as typing, filing, and copying. Basic computer proficiency, including email, word processing, and document preparation (preferably in Word and Excel). Office experience to include case management, or a position with similar related duties or can substitute relevant experience.

Must have valid Alaska Driver’s license (or be able to obtain one within five (5) calendar days of beginning employment) and show proof of good driving record, when requested.

Applicants must be in good physical condition, be able to work and drive in various weather conditions, and complete a pre-employment physical. The access to properties is varied and may include narrow stairwells, ladders, windows above and below grade, crawl spaces, and attics. Physically capable to inspect roofs, attics, crawl spaces, and other demanding areas of properties.

This position requires travel by corporate automobile and on foot to properties located in various regions. Must have valid Alaska Driver’s license (or be able to obtain one within five (5) calendar days of beginning employment) and show proof of good driving record, when requested.

Within four months of date of hire obtain housing unit inspection certificate such as NSPIRE Accredited Compliance Expert (NSPIRE-ACE) or equivalent HUD inspection certification.

Successfully complete all orientation and ongoing assigned program trainings.

Substitution: Related business college courses or degree may be substituted for required experience on a year for year basis.
