SUMMARY
The primary purpose of this position is to manage housing operations and ensure resident compliance with HUD, LIHTC, DSHA, and other regulatory requirements, conducting inspections, and administering certifications to maintain program integrity and property standards. The incumbent is responsible for processing leasing documents, calculating rents, monitoring payments, and initiating collections when necessary to safeguard financial stability. This role supervises maintenance and custodial staff to ensure timely repairs, preventive maintenance, and safe living conditions, while also managing budgets and maintaining accurate records for oversight agencies. Additionally, the incumbent coordinates community services and fosters partnerships with external agencies to enhance resident well‑being, facilitates meetings to resolve service issues and communicate policy changes, and responds to emergencies outside regular hours to ensure continuity of essential services and resident safety.
ESSENTIAL DUTIES AND RESPONSIBILITIESThe position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
  • Ensures resident compliance with MTW, DSHA, and HUD rules, regulations, and requirements by monitoring activities, issuing corrective notices, and implementing enforcement actions to safeguard program integrity
    • Schedules and performs apartment inspections, ensuring compliance with HUD, LIHTC, bank, and internal standards; documents findings, coordinates corrective actions, and verifies completion to maintain property quality and regulatory readiness.
• Manages initial move‑in certifications and processes leasing documents, verifying eligibility, calculating rent, and ensuring compliance with housing authority systems.
• Conducts annual and interim certifications to assess changes in income, expenses, and family composition, adjusting rental obligations and maintaining compliance with federal guidelines.
• Monitors rent payments and related charges, initiates collection procedures when necessary, and works with residents to resolve delinquencies while maintaining financial accountability.
• Supervises maintenance and custodial staff, planning, assigning, and evaluating their work; ensures timely completion of repairs, preventive maintenance, and groundskeeping to preserve property value and resident safety.
• Prepares and maintains required records, reports, and project‑based budgets of $300,000–$400,000, ensuring accuracy, compliance with funding requirements, and timely submission to oversight agencies.
• Coordinates delivery of community services by engaging outside agencies, allocating site space for programs, and fostering partnerships that enhance resident well‑being.
• Facilitates meetings with provider agencies, site staff, and community groups to communicate policy changes, resolve service complaints, and address unmet needs; promotes collaboration and problem‑solving across stakeholders.
• Responds to after‑hours, weekend, and holiday emergencies when maintenance staff are unavailable, ensuring continuity of essential services and resident safety.
• Supervises and manages fewer than 100 rental units.
• Performs other related duties as assigned.
JOB COMPETENCIES
  • Knowledge of the general operations and procedures of DSHA, HUD, Federal and State programs, and properties.
  • Ability to orient other employees and to explain organizational policies, rules regulations, and procedures.
  • Knowledge of U.S. Department of Housing and Urban Development’s (HUD’s) housing programs
  • Familiarity with affordable housing policy and programs, especially as it relates to the Public Housing programs
  • Knowledge of public and private agency resources to address residents’ social, economic, and health needs.
  • Knowledge of property and building management practices, including space allocation, maintenance, and safety systems.
  • Knowledge of record-keeping standards, reporting requirements, and documentation procedures.
  • Knowledge of supervisory principles and practices to effectively manage staff and site operations.
  • Ability to communicate clearly and effectively, both orally and in writing, with diverse individuals and groups.
  • Ability to perform mathematical calculations for certifications, rent determinations, budgets, and reconciliation of reports.
  • Ability to establish and maintain effective working relationships with employees, service agencies, community groups, and the public.
  • Ability to coordinate and deliver community services to residents while carrying out principal accountabilities with minimal supervision.
MINIMUM QUALIFICATIONS
Bachelor’s Degree in Property Management, Business Administration, Public Administration, or a related field preferred, and a minimum of four (4) years of experience in housing or property management or related capacity. An equivalent combination of education and experience may be considered

  • A VALID DRIVER’S LICENSE AND THE ABILITY TO BE INSURABLE UNDER DSHA'S AUTOMOBILE INSURANCE PLAND AT THE STANDARD RATE.
