HR & Finance Manager
RESPONSIBILITIES
Human Resources (HR) and Finance Managers provide sound administrative management for projects, oversee personnel records, and participate in the hiring, training, and supervision of local staff. They are responsible for implementing HR policies and ensuring effective management of all employees, including national, regional, and international staff. They also coordinate and supervise financial tools and procedures, ensuring the appropriate use of resources in line with MSF protocols, standards, and procedures.
As an HR and finance manager, you support Doctors Without Borders/Médecins Sans Frontières (MSF)’s logistical and medical teams through effective administrative management. You oversee personnel records and contribute to the recruitment, training, and supervision of locally hired staff, while ensuring HR policies are properly implemented across all employee groups.
You coordinate and supervise financial processes, ensuring compliance with MSF standards and the proper use of project resources. This includes overseeing financial operations such as bookkeeping, budget development, and monthly reporting, as well as ensuring compliance with local labour laws. You also manage key HR functions, including recruitment and payroll, and supervise and train administrative staff.
REQUIREMENTS
College or university-level education in a relevant field
Minimum of two years experience related to the position’s responsibilities
Experience in HR management, especially in recruitment, training, evaluation & professional development
Experience in finance management, especially in supervision of payroll procedures, bookkeeping, and budget management
Experience in managing staff in a multicultural team (supervision and training)
Fluency in English and French (Intermediate+, minimum level B2 in both). Refer to this evaluation grid . Other languages such as Spanish, Arabic, and Portuguese are valued, but not required.
Relevant travel or work experience in contexts similar to where MSF works (armed conflicts, disasters, public health emergencies or situations of healthcare exclusion)
Available to work six to 12 months
