HR Business Analyst - Local Government

Summary

HR Business Analyst leading business analysis across complex organisational and transformation projects within a local government/council environment.

Salary: £520 - 52,187.2 per year

Requirements:
  • We require substantial previous experience operating within a council or local government environment.
  • We require a minimum of 3 years Business Analyst experience working within councils or local government.
  • We require previous experience delivering Human Resources / HR projects within a council environment.
  • We need an experienced and accredited Business Analyst capable of leading business analysis activity across complex organisational and transformation programmes.
  • We require strong requirements gathering capability, translating complex business needs into clear requirements, specifications and project documentation.
  • We require excellent stakeholder engagement and facilitation skills, including leading workshops, challenging constructively and influencing decision-making.
  • We require strong process analysis and improvement experience, identifying opportunities to improve services, processes and operational efficiency.
  • We require the ability to undertake options appraisals, cost-benefit analysis and support evidence-based investment and change decisions.
  • We require experience working collaboratively with service teams, project managers, technical specialists and external suppliers.
  • We require a benefits-focused approach, using data, insight and technology awareness to identify, define and measure improvements and efficiencies.

Responsibilities:
  • We will work across business and project teams to understand current processes.
  • We will identify opportunities for improvement and define the requirements needed to deliver successful organisational change.
  • We will support organisational change and transformation activity, with a particular focus on Human Resources projects.
  • We will engage with stakeholders at different levels of the organisation.
  • We will ensure proposed changes are practical, measurable and aligned with wider strategic objectives.
  • We will lead business analysis activity across complex organisational and transformation programmes.
  • We will gather and translate business needs into clear requirements, specifications and project documentation.
  • We will facilitate workshops and support decision-making through constructive challenge and influence.
  • We will undertake options appraisals and cost-benefit analysis to support investment and change decisions.

We are a Local Government Authority in Bedfordshire offering a hybrid working arrangement for a 37-hour week on an initial 16-week contract, with a potential temp-to-perm opportunity following a successful first contract. This is an urgent recruitment process with applications open only on 20 August 2026, and the start date is 1 October 2026. We are looking for someone to support organisational change and transformation work in a complex local government environment, particularly across HR-related projects. There is no fully remote option available.
