Core responsibilities

  • Manage the full spectrum of Work Pass administration, including application, renewal, cancellation, transfer, and compliance with relevant regulations.
  • Coordinate the entire employee lifecycle for foreign workers, from recruitment, pre-arrival arrangements, onboarding, orientation, employment, to resignation or termination.
  • Handle workers' home leave applications, flight arrangements, leave tracking, and related documentation.
  • Coordinate mandatory training, certifications, medical examinations, and renewal of workers' safety courses.
  • Maintain accurate employee records, personnel files, and HR documentation in compliance with company policies and statutory requirements.
  • Administer attendance, timesheets, and verify overtime records for payroll processing.
  • Process monthly payroll accurately and on time, including overtime, allowances, deductions, no-pay leave, and statutory contributions.
  • Ensure compliance with statutory payroll requirements, including CPF, SDL, IR8A reporting, tax clearance (IR21), and other relevant government submissions where applicable.
  • Prepare payroll reports, headcount reports, leave records, and other HR-related reports for management.
  • Administer employee leave, medical leave, benefits, and claims.
  • Coordinate Personal Protective Equipment (PPE) issuance, inventory, and record maintenance.
  • Provide support for office administration duties, including purchasing office supplies and maintaining general administrative records.
  • Assist in organizing company events, employee engagement activities, welfare programmes, and staff communications.
  • Liaise with government agencies, dormitory operators, insurance providers, training centres, and external vendors on HR-related matters.
  • Support recruitment activities, including interview coordination, job advertisements, and onboarding documentation.
  • Ensure compliance with MOM regulations, company policies, and ISO documentation requirements.
  • Perform any other HR and administrative duties assigned by the Management.

Job specifications

  • Diploma in Human Resource Management, Business Administration, or a related discipline.
  • Minimum 2 years of relevant HR and payroll experience, preferably in the construction or engineering industry.
  • Good knowledge of Singapore Employment Act, MOM regulations, Work Pass administration, CPF, payroll processes, and statutory compliance.
  • Experience in payroll software and Microsoft Office applications, particularly Excel.
  • Able to handle confidential information with integrity and professionalism.
  • Meticulous, organized, and able to work independently with minimal supervision.
  • Strong communication, interpersonal, and coordination skills.
  • Able to work effectively in a fast-paced environment and manage multiple priorities.
  • Experience in handling foreign workers and construction industry HR practices will be an added advantage.
