Overview

The HR Generalist is responsible for providing comprehensive human resources and personnel administration support for Carenet Health's El Salvador operations. The role manages employee records, onboarding, payroll inputs, attendance and leave administration, employee relations, termination and final settlement processes, government and statutory requirements, occupational health and safety coordination, facilities-related support, and employee well-being activities.

Responsibilities

Personnel Administration & Employee Records

  • Prepare, update, scan, and digitize employment contracts.
  • Prepare employment contracts for new hires and support new-hire onboarding activities.
  • Organize, update, file, and safeguard employee documentation and personnel records.
  • Administer and maintain custody of physical personnel files, ensuring confidentiality, integrity, accessibility for audits and inspections, and proper document control.
  • Manage employee hires, personnel movements, and terminations from an administrative perspective.
  • Distribute new-hire information to the appropriate internal departments.
  • Prepare and process employment and salary verification letters and validate salary verification letters submitted by financial institutions.
  • Maintain employee vacation records and distribute welcome kits to new employees.

Payroll Administration

  • Enter medical leave, vacation time, and seventh-day deductions into the payroll system.
  • Review payroll information and follow up on corrections before payroll processing and payment.
  • Submit payroll information to the designated payroll processing entity.
  • Distribute payroll slips to employees.
  • Administer and follow up on garnishment orders issued by the Office of the Attorney General of the Republic.
  • Administer and follow up on deduction orders from the Social Fund for Housing (FSV).
  • Submit applicable payroll information for invoice processing.
  • Submit new employees' bank account information for payroll code enrollment.

Attendance, Medical Leave & Vacation Management

  • Receive, validate, and register employee medical leave documentation.
  • Follow up on medical leave cases eligible for subsidies in accordance with established timelines.
  • Register, update, and monitor employee vacation balances and usage.
  • Monitor and follow up on attendance-related matters.
  • Review vacation, PTO/VTO requests, salary increases, and internal promotions.
  • Meet with supervisors to review attendance, performance, and behavioral concerns.
  • Follow up on individual employee cases and coordinate action plans with supervisors to ensure continuity.

Employee Relations & Case Management

  • Respond to employee inquiries, requests, concerns, and feedback.
  • Conduct one-on-one meetings with employees who wish to provide feedback or raise inquiries.
  • Review and follow up on disciplinary actions issued to employees.
  • Manage escalations and situations requiring Human Resources intervention.
  • Review security camera footage when necessary to validate situations or support escalated case investigations.

Termination & Final Settlement Processes

  • Administratively manage resignations and employment terminations.
  • Process employee terminations and update applicable systems.
  • Verify compliance with applicable legal requirements related to employment termination processes.
  • Prepare and submit worked-days details for resigning employees to support final settlement preparation.
  • Coordinate appointments with former employees for execution of termination and final settlement documentation.

Legal Compliance & Government Relations

  • Administer and update applicable government and statutory platforms, including the Ministry of Labor, Social Fund for Housing (FSV), ISSS, AFP, and INCAF.
  • Manage procedures and requirements through the applicable government platforms.
  • Receive, validate, process, and deliver government-related documentation.
  • Follow up on requests and procedures with government institutions.
  • Verify compliance with legal obligations and personnel-administration requirements.
  • Coordinate corporate-name-change processes before government entities, including updates to records and legal documentation with ISSS, AFP, Ministry of Labor, INCAF, and FSV.

Occupational Health & Safety

  • Evaluate and follow up on occupational health and safety matters.
  • Identify and monitor situations that may pose risks to employees.
  • Coordinate actions related to workplace safety and appropriate working conditions.

Office Administration & Facilities Management

  • Coordinate and follow up on general building maintenance activities.
  • Manage and follow up on facility-related requirements.
  • Prepare and manage office supply and materials requests.
  • Coordinate administrative activities necessary to support proper facility operations.
  • These activities are carried out jointly with Cecilia Dominguez.

Internal Activities & Employee Well-Being

  • Support First Friday activities, including event coordination and logistics.
  • Administer the employee recognition program through gift cards, including procurement when applicable, inventory control, notification of eligible employees, distribution of incentives, and maintenance of related records.

Sample Activities to Deliver the Goals

  • Administer various human resource plans, policies, and procedures for assigned groups of team members; maintain the employee handbook and support implementation of new or revised policies.
  • Partner with leaders to understand business priorities and employee issues, providing sound HR guidance and solutions.
  • Respond to employee relations concerns, conduct investigations, and ensure fair and compliant resolution of cases.
  • Coordinate and deliver new hire orientation, ensuring timely completion of documentation and a positive onboarding experience.
  • Support managers in handling performance management, disciplinary actions, and terminations in accordance with policy and employment law.
  • Develop and maintain employee safety, wellness, and engagement programs in partnership with relevant stakeholders.
  • Ensure HR compliance by maintaining accurate records, preparing regular and ad-hoc reports, and monitoring adherence to local employment laws and internal policies.
  • Participate in HR projects and process improvement initiatives that promote operational efficiency and enhance the employee
  • Provide coaching and guidance to employees and managers to strengthen communication, conflict resolution, and workplace relationships.
  • Perform other related duties as assigned to support overall People Services objectives.

Qualifications

  • Bachelor’s degree in Human Resources, Business, Communication, or a related field required.
  • Minimum of 2 years’ experience in an HR Generalist or similar HR role.
  • Strong working knowledge of El Salvador labor laws and HR best practices.
  • Demonstrated ability to manage employee relations cases, investigations, and coaching conversations effectively.
  • Proven ability to maintain confidentiality and exercise sound judgment in sensitive situations.
  • Excellent interpersonal, written, and verbal communication skills.
  • Strong organizational and problem-solving abilities; able to manage multiple priorities in a dynamic environment.
  • Proficiency in Microsoft Office Suite (Outlook, Excel, PowerPoint, Word); HRIS experience a plus.
  • Flexible, proactive, and collaborative team player who can adapt quickly to business changes.
  • Professional demeanor, critical thinking skills, and courage to present ideas and influence decisions.
  • Must be bilingual in english and spanish
