Crowned Grace International (CGINTL) seeks an HR Generalist with federal agency experience. The HR Generalist Processing performs a broad range of human resources functions supporting staffing, classification, employee and labor relations, benefits, training, career counseling, policy, and personnel processing activities for the Office of Human Resources. The position prepares staffing-related documents, develops and classifies position descriptions, builds and posts vacancy announcements, issues certificates, and executes personnel actions in the Federal Personnel Payroll System (FPPS) and the Workforce Transformation Tracking System (WTTS). The position reviews HR actions for accuracy and compliance with applicable laws, regulations, policies, and procedural guidelines, and is accountable for maintaining 100% data integrity across assigned employee records.
Key Responsibilities
- Executes day-to-day personnel actions - appointments, promotions, reassignments, within-grade and step increases, and separations - in strict accordance with governing regulations and client Standard Operating Procedures.
- Inputs, audits, and reconciles data within core Human Resources Information Systems, principally FPPS and WTTS, to maintain 100% data integrity across all assigned employee records, and researches and corrects discrepancies at the source rather than at the output.
- Drafts vacancy announcements and coordinates announcement opening date, closing date, and summary duty statements with hiring officials.
- Defines minimum basic qualifications for each vacancy as established by OPM qualification standards and articulates the specialized experience requirement for the position and grade.
- Adheres to federal agency operating administration-specific announcement requirements, including travel card, relocation assistance, and drug testing requirements.

- Analyzes job analysis
- Adheres to federal agency operating administration-specific announcement requirements, including travel card, relocation assistance, and drug testing requirements.
- Analyzes job analysis information to confirm that selected assessment questions are appropriate and will effectively differentiate among the best-qualified candidates.
- Applies job analysis results to develop appropriate weights for each assessment question and evaluates overall weighting and screen-outs used in the announcement.
- Documents applicant and announcement records with determinations online, creating a defensible audit trail for each action.
- Reviews applications, determines qualifications, and issues certificates using the full range of Federal authorities, including category rating, merit promotion, student appointments, and non-competitive appointments.
- Adjudicates veterans' preference, including determination of preference eligibility, application of the 'rule of three'/category rating pass-over rules, and documentation of any objection.
- Audits cases, closes out case files, and documents all activity as required for the record.
- Communicates with candidates regarding application status in the automated system, addresses concerns regarding the application process, and provides assistance to applicants using the manual application process.
- Establishes, audits, and maintains electronic Official Personnel Folders (eOPF) and legacy hard-copy records; ensures timely filing of permanent and temporary personnel actions; conducts periodic record audits; and processes official records transfers within mandatory regulatory timeframes.
- Coordinates pre-employment logistics, including issuance of entry-on-duty (EOD) letters and associated paperwork; facilitates new hire orientation; assembles orientation packages; collects required tax and benefit elections; and tracks cross-functional information technology and asset provisioning.
- Processes offboarding workflows, including clearance checklists, exit documentation, and final system separations.
- Performs basic and routine position classification support, including review of existing position descriptions for currency and referral of complex or contested actions to the HR Specialist – Classification.
- Provides support for human resource programs; analyzes and advises staff and management on policy and areas of special focus; and carries out assigned duties in staffing, some classification, benefits, training, career counseling, labor and employee relations, and policy.
- Produces analytical work products and develops reports; provides guidance and support to HR staff and managers; and may provide oversight to administrative or HR personnel.
- Enforces Privacy Act and PII safeguards in every physical and digital environment in which personnel data is created, transmitted, stored, or destroyed, and reports any suspected incident immediately.
Minimum Qualifications
- A minimum of three (3) years of federal human resources experience, of which at least two (2) years involve hands-on processing of personnel actions in FPPS or an equivalent Federal HRIS.
- Bachelor's degree, or an equivalent combination of education and directly related federal hr experience.
- Demonstrated experience performing human resources functions in one or more functional areas, including staffing, classification, employee/labor relations, benefits, training, or policy. CGINTL qualification floor:
- Demonstrated working proficiency with eOPF record establishment, filing, audit, and transfer.
- Demonstrated application of OPM qualification standards, veterans' preference adjudication, and category rating or merit promotion certificate issuance.
- Citizenship or lawful permanent residence/employment authorization as evidenced by USCIS documentation, and
- Eligibility to obtain a favorable Public Trust.
Preferred Qualifications and Certifications
- OPM Delegated Examining (DEU) Certification.
- SHRM Certified Professional (SHRM-CP) or HRCI Professional in Human Resources (PHR).
- Prior experience supporting a Federal HR office of comparable scale.
- Working proficiency with USA Staffing, Monster Government Solutions, Workday, or the National Finance Center (NFC) systems.
- Experience supporting scientific, engineering, or other technical occupational series.
