HR Information Systems Analyst

Summary

Analyzes and maintains HR systems like ServiceNow, Business Objects, and NFC data for a government agency, supporting requirements, testing, reporting, and user training.

The Office of Human Resources Management, Workforce Analytics and Technology Division is seeking an HR Information Systems Analyst to assist with HR information systems supporting ServiceNow HR applications, Business Objects, and National Finance Center data.

ZA-II Assists with HR information systems supporting ServiceNow HR applications, Business Objects, and National Finance Center data. Supports HR stakeholders, IT staff, and program offices in gathering requirements, documenting business needs, identifying routine process improvements, and supporting system enhancements or automation efforts. Assists with assigned portions of HR systems projects, including implementation, testing, operations, and maintenance activities. Develop and maintain documentation such as user stories, process workflows, test scripts, user guides, training materials, and standard operating procedures in accordance with established guidance. Conducts system testing, data validation, and user acceptance testing to confirm functionality, data accuracy, reporting reliability, and usability. Documents results, identifies discrepancies, and coordinates with senior specialists or technical staff to resolve issues. Provides end-user training, support, and troubleshooting for HR systems and reporting tools, escalating complex matters as appropriate. Prepares recurring and ad hoc reports, dashboards, and data extracts using HR systems, Business Objects, and NFC data sources. Reviews HR data for completeness, consistency, and accuracy; research routine discrepancies; and assists in identifying reporting issues, data quality concerns, and improvement opportunities. ZA-III Leads HR information systems initiatives supporting ServiceNow HR applications, Business Objects, and National Finance Center data. Directs collaboration with HR stakeholders, IT, and program offices to define requirements, enhance processes, drive automation, and architect system solutions. Leads end-to-end project lifecycle from initiation through implementation, operations, and maintenance, ensuring adherence to timelines, quality standards, and organizational priorities. Develops comprehensive documentation including business requirements, user stories, process workflows, test plans, user guides, and training materials. Conducts and oversees system testing, validation, and user acceptance testing to ensure functionality, data integrity, reporting accuracy, and user satisfaction. Directs end-user training, support, and troubleshooting for HR systems, resolving complex inquiries and issues efficiently. Develops reports, dashboards, and data extracts using HR systems, Business Objects, and NFC data sources; analyzes findings to drive decisions. Monitors system performance, user adoption, data quality, and stakeholder feedback; identifies and implements optimization opportunities. Leads meetings, status updates, and project reviews; communicates progress, risks, issues, and key milestones to senior leadership.
