Job Summary
The HR Manager will act as a strategic HR Business Partner (HRBP) to management and department heads, supporting business objectives through people strategy, employee development, engagement, and effective HR practices.
The role will focus strongly on Learning & Development, Training, Employee Engagement, Talent Management, and Performance Management, while also being responsible for other key HR functions, including recruitment, employee relations, compensation & benefits, and HR policies.
Main Responsibilities:
- Partner with management and department heads to understand business and people needs and provide HR solutions.
- Develop and implement Learning & Development and Training strategies, including TNA, training plans, budgets, and effectiveness evaluation.
- Develop onboarding, career development, leadership development, and talent development programs.
- Lead employee engagement initiatives, surveys, recognition programs, team-building activities, and employee experience improvements.
- Support performance management, KPI setting, performance reviews, coaching, and development plans.
- Support talent management, succession planning, and high-potential employee development.
- Work with managers on workforce planning and recruitment to ensure the right talent is hired.
- Provide HR advice on employee relations, performance issues, workplace concerns, and HR policies.
- Support compensation & benefits, HR operations, and compliance with Cambodian Labour Law.
- Monitor HR KPIs and prepare reports and recommendations for management.
- Promote a positive learning, engagement, and high-performance culture.
- Lead and coordinate HR projects and other initiatives assigned by management.
Main Requirements:
- Bachelor's degree in Human Resources, Business Administration, Management, Organizational Development, or related field.
- 3-5 years of HR experience, with strong experience in HRBP, Learning & Development, Talent Management, or Employee Engagement.
- Experience in IT Services, Technology, BPO, Telecommunications, or other service-oriented industries is preferred.
- Strong knowledge of Training & Development, employee engagement, performance management, talent management, and organizational development.
- Good understanding of recruitment, employee relations, C&B, HR operations, and Cambodian Labour Law.
- Strong business partnering, coaching, communication, facilitation, and stakeholder-management skills.
- Strong analytical and problem-solving abilities.
- Proficient in Microsoft Office and familiar with HRIS/LMS or digital HR platforms.
- Good written and spoken English and Khmer.
- Proactive, people-oriented, business-minded, and able to work in a fast-paced environment.
