General Purpose: Provide leadership and support in functional areas of human resources including recruitment, employment, personnel records, employee and/or labor relations, job evaluation, benefits administration, employee development, training, AAP/EEO, and special projects. Serves as a strategic and tactical business partner to the Plant leadership team.

Duties/ Responsibilities:

• The HR Manager will work closely with the leadership team to understand and align Human Resource initiatives and strategies with Tharp’s strategic initiatives.

• Lead and execute talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning – Owner of RPRS execution and Accountability Chart

• Oversee all aspects of HR including compensation, talent management, compliance, employee relations, benefits administration, leave administration, training and Safety

• Manages the talent acquisition process, which includes recruitment, interviewing, and hiring of qualified job applicants for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.

• Works directly with Comptroller and COO to ensure compensation is in line with budget.

• Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.

• Creates learning and development programs and initiatives that provide internal development opportunities for employees.

• Oversees employee disciplinary meetings, terminations, and investigations.

• Manages OSHA Compliance logs and manages cross functional team and safety committee to ensure OSHA standards are met.

• Ensure company safety policies align with OSHA and other applicable regulations (state, local, industry-specific)

• Maintain and update the written safety program/handbook

• Keep required OSHA recordkeeping current (Form 300, 300A, 301 logs)

• Ensure required OSHA postings are displayed (e.g., "Job Safety and Health: It's the Law")

• Track and meet mandatory reporting deadlines (e.g., reporting fatalities within 8 hours, hospitalizations within 24 hours)

• Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews policies and practices to maintain compliance.

• Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

• Other duties as required
