PMI Paving is a well-established contracting company with approximately 70+ mostly field-based employees. For nearly 30 years, we have helped customers maintain commercial parking lots through asphalt paving, concrete repair, sealcoating, striping, and cleaning/sweeping services.

As we continue to grow and improve how we support our people and operations, we are looking for an experienced HR professional who can help bring structure, consistency, and strong employee support to the organization.

POSITION SUMMARY

We are seeking an experienced Human Resources Manager to serve as the company's primary HR resource and trusted partner to leadership, supervisors, foremen, and employees.

This is a hands-on role for someone who is comfortable supporting both field and office employees in a practical, no-nonsense environment. The right person will enjoy building relationships, improving processes, supporting supervisors, strengthening compliance, and helping create a workplace where employees understand expectations and feel treated fairly.

This role will be responsible for core HR functions including recruiting, onboarding, employee relations, compliance, benefits support, payroll coordination, HR documentation, safety-related HR support, and process improvement. Just as importantly, this person will spend time learning how the business operates in the field, so HR recommendations are practical, informed, and aligned with the realities of the work.

WHAT YOU'LL DO

HR Leadership & Employee Support

  • Serve as the primary HR contact for employees, supervisors, foremen, and leadership.
  • Build trust with field employees by being visible, approachable, consistent, and fair.
  • Partner with leadership to identify people-related risks, communication gaps, retention concerns, and opportunities for improvement.
  • Provide practical guidance to supervisors on coaching, documentation, discipline, performance concerns, and employee relations matters.
  • Help strengthen a culture of accountability, respect, communication, and consistency across the organization.

Recruiting, Hiring & Onboarding

  • Manage full-cycle recruiting for field, driver, administrative, and operational roles.
  • Partner with managers and foremen to understand staffing needs, seasonal hiring demands, and position requirements.
  • Improve job postings, screening, interviews, offers, pre-employment steps, and new hire communication.
  • Coordinate onboarding, new hire paperwork, I-9/E-Verify, background checks, drug screens, MVR checks, and other role-specific requirements.
  • Help create a more consistent and effective onboarding experience for new employees, especially field and seasonal hires.

Employee Relations & Supervisor Guidance

  • Respond to employee concerns professionally, objectively, and with sound judgment.
  • Conduct or support workplace investigations, employee interviews, and related documentation.
  • Coach supervisors and managers on employee communication, performance concerns, corrective action, and conflict resolution.
  • Help ensure employee issues are handled fairly, consistently, and in alignment with company policy and employment law.

Compliance, Documentation & HR Administration

  • Maintain accurate employee records, personnel files, HR documentation, and compliance-related paperwork.
  • Support compliance with federal, Oregon, and Washington employment laws, including wage and hour, leave, accommodations, workplace policies, and employee documentation.
  • Review and improve HR forms, job descriptions, handbook language, policies, postings, and documentation practices.
  • Assist with unemployment claims, separations, corrective actions, and employee status changes.
  • Maintain confidentiality and handle sensitive matters with professionalism and discretion.

Payroll, Timekeeping & Benefits Support

  • Support payroll processes by helping ensure employee data, timekeeping information, status changes, and related documentation are accurate.
  • Partner with leadership and payroll/accounting to identify timekeeping, overtime, prevailing wage, or compliance risks.
  • Assist employees with basic benefits questions, open enrollment, benefit changes, and related documentation.
  • Help improve the accuracy, consistency, and efficiency of HR/payroll workflows.

Safety & Field Operations Support

  • Partner with operations and safety leadership to support safety training, incident documentation, workers' compensation tracking, and return-to-work coordination.
  • Spend time in the field to better understand crew workflows, PPE practices, communication challenges, morale, and operational realities.
  • Help identify practical improvements related to safety accountability, training gaps, employee communication, and field leadership support.

Process Improvement & People Systems

  • Evaluate current HR practices and recommend practical improvements.
  • Help improve recruiting workflows, onboarding, employee communication, HR documentation, job descriptions, and employee lifecycle processes.
  • Support better use of HR systems, records, reporting, and internal communication tools.
  • Provide recommendations that are realistic, prioritized, and appropriate for the company's size, pace, and field-based culture.
