About The Role
We are looking for a proactive and resourceful HR Manager to oversee the human resources and administrative functions for our operations. This pivotal role plays a key position in ensuring compliance with local employment regulations, managing adynamic workforce, and building strong HR processes to support both operational and strategic objectives.
Job Responsibilities:
- HR Leadership & Operations: Lead full spectrum of HR functions including recruitment and talent acquisition, onboarding and offboarding, performance management, employee engagement, benefits and compensation, training and development.
- End-to-End Payroll Administration: Oversee and manage full-cycle payroll processing to ensure accuracy, timeliness, and strict compliance with local statutory regulations.
- Statutory Compliance: Ensure compliance with the key governing bodies (MON, CPF, IRAS), managing work pass applications/renewals, tax clearances (IR21), yearly income declarations (IR8A), and statutory contributions.
- Employee Relations & Governance: Handle employee grievances, disciplinary matters, and union/labour relations in a fair, consistent, and legally compliant manner.
- Strategic HR & Workplace Planning: Develop and implement HR strategies aligned with business goals. Partner closely with department heads on manpower planning, departmental budgeting, and succession planning.
- Data Privacy & Records Management: Maintain accurate employee records and confidential personnel files in strict compliance with the Personal Data Protection Act (PDPA).
- Grants & Claims Management: Identify, apply for, and process relevant government skills/manpower grants and training claims.
People Development and Culture:
- Drive initiatives to enhance employee engagement, retention, and workplace culture.
- Identify training needs, manage L&D budget, and ensure mandatory trainings are completed.
- Mentor and guide HR executives/officers to strengthen team capabilities.
Other Responsibilities:
- Oversee other administrative functions – procurement, insurance renewals, corporate licensing, and vendor management when necessary.
- Coordination of audit meetings and submissions to relevant authorities.
Requirements:
- Degree in Human Resource Management, Business Administration, or any related field. A master’s degree or HR certification/IHRP is preferred.
- Minimum 8 years of progressive experience in human resources management, including 5 years in a managerial role.
- Experience in developing and implementing HR policies and procedures.
- Proven experience in cross-functional HR leadership, partnering with business units to drive organizational effectiveness.
- Ability to multi-task and prioritise in a fast-paced environment.
- Good in both oral and written communication, and interpersonal skills.
- Candidate with knowledge in WhyzeHR and Time Management System software would be an advantage.
- Proactive individual with strong sense of responsibility, mature, self-driven, meticulous with a keen eye to details.
