HR Manager

Key Responsibilities

  • Manage full HR lifecycle for offshore and onshore staff in an offshore drilling / marine environment (onboarding, mobilisation, rotations, leave, offboarding).

  • Ensure compliance with Singapore employment regulations and relevant offshore/maritime labour and safety requirements.

  • Partner with operations leadership on manpower planning, crewing, and rotation schedules for drilling-related projects.

  • Lead recruitment for technical offshore roles (e.g., drill crew, mechanics, electricians, HSE, logistics, marine support).

  • Oversee HR operations: employee relations, performance management, training & certification tracking, payroll inputs, and benefits.

  • Develop and implement HR policies, SOPs, and systems suitable for offshore operations and rotational workforce.

  • Act as primary HR contact for Mandarin-speaking crew, contractors, and external agencies.

Requirements

  • Degree in HR, Business, Law, or related field.

  • 6–8+ years of progressive HR experience, with at least 3 years in oil & gas, offshore drilling, marine, or heavy industry.

  • Proven exposure to offshore drilling, rigs, or similar marine assets (jack-up, semi-submersible, drillship, or offshore construction vessels).

  • Strong knowledge of Singapore employment law (MOM, CPF, IRAS, Employment Act) and familiarity with international maritime/offshore labour standards.

  • Experience managing rotational/offshore workforce, certifications, and HSSE-related training (e.g., BOSIET, HUET, OGUK/medical).

  • Fluent in Mandarin and English (written and spoken).
