Human Resources Manager Position

The Human Resources Manager is directly responsible for the overall administration, coordination, and evaluation of the Human Resources department for The Opportunity Tree.


Essential Job Functions:

  • Manage the Human Resources Assistant and Human Resources Generalist positions including revising the duties necessary to meet the needs of the department and organization.
  • Track open positions in HRIS and plan accordingly to recruit qualified candidates to appropriately fill the positions.
  • Review and generate recruiting sources, create recruiting advertisements, and post and monitor jobs posted both internally and externally.
  • Accountable for the application process to include but not limited to compliance with applicable laws, all required checks completed, and tracking of applicants.
  • Assist hiring managers to process candidates through the employment process.
  • Review, update, and automate Human Resources processes and procedures as needed to include but not limited to employee recordkeeping, onboarding, orientation, and updates to HRIS.
  • Conduct New Employee Orientation (NEO) and communicate the TOT policies and procedures.
  • Assess and revise NEO as necessary specifically regarding benefits, HRIS process, policies and procedures updates.
  • Maintenance of current and former employee records in compliance with applicable employment laws and contractual compliance with State of Arizona. Monitor the retention schedule of files.
  • Ensure Company policies and procedures are followed to include compliance with the Corrective Action Process before a decision of termination is determined.
  • Recommend, authorize, or gain approval for terminations of employees, including review of the Employee Counseling Record regarding employee terminations.
  • Assist managers with termination process to include receipt of company property from the terminated employee.
  • Liaison with the Training Manager and Department to ensure state compliance.
  • Coach and give guidance to supervisors in the motivation and development of their staff.
  • Assign and monitor the annual performance evaluation process within the HRIS.
  • Revise performance evaluation templates with management input as necessary.
  • Monitor the annual performance evaluation process to promote consistency and fairness.
  • Administer The Opportunity Tree, Conflict Resolution Procedure including investigate, mediate, and address employee complaints or concerns.
  • Provide guidance to supervisors for correction of behavior issues or violations of policies and procedures; examine and research behaviors and violations; assist in the creation of Employee Counseling Records as necessary.
  • Work with the insurance broker in the selection process of benefits, confer with the management team regarding the renewal, complete any applications as necessary, and perform the open enrollment process to include meetings and distribution of benefits material.
  • Manage the benefits for employees throughout the year to include but not limited to enrolling newly eligible employees, termination of benefits, and resolution of employee issues regarding benefits.
  • Manage the workers' compensation program, family medical leave active (FMLA) and other leaves.
  • Review and process the unemployment benefits claims.
  • Prior recommendations to the management team regarding improvements to the human resource functions for The Opportunity Tree.
  • Maintains confidentiality of information regarding Members and The Opportunity Tree.
  • Advocate on behalf of the Members and their families to ensure individuals with intellectual and developmental disabilities have a voice.
  • Promote and maintain a collaborative and respectful working environment and a line of communications with all stakeholders of The Opportunity Tree.
  • Comply and enforce the Policies, Procedures, and Regulations of The Opportunity Tree.
  • Compliant with attendance rules.
  • Other job duties as assigned.
