State Department Federal Credit Union is seeking an HR & Talent Acquisition Specialist to serve as a hands-on partner in supporting a positive, compliant, and employee-centered workplace. This role supports the full employee life cycle, including recruitment, onboarding, benefits, performance support, HR compliance, and employee engagement. The position works closely with leaders, employees, and external partners to deliver responsive HR support, maintain effective HR processes, and promote a culture of accountability, collaboration, and continuous improvement.

Essential Duties and Responsibilities:

Recruitment and Talent Acquisition

  • Manage full-cycle recruitment for assigned positions, including job posting, sourcing, screening, interviewing, coordinating hiring manager feedback, extending offers, and supporting pre-employment requirements.
  • Partner with department leaders to understand staffing needs, position requirements, anticipated hiring needs, and competencies needed to support current and future openings.
  • Maintain and update job descriptions to ensure they accurately reflect current responsibilities, qualifications, FLSA status, and organizational needs.
  • Use and maintain recruitment resources to help identify qualified candidates, including job boards, professional networks, employee referrals, community partnerships, college recruitment, and internship programs.
  • Support a professional and consistent candidate experience by providing timely communication, coordinating interview logistics, and maintaining accurate applicant tracking records.
  • Partner with leadership to support compensation recommendations, offer approvals, internal equity review, and consistent hiring practices.

Onboarding and Employee Life Cycle Support

  • Coordinate new hire onboarding activities, including orientation support, employment documentation, system updates, and related employee communications.
  • Coordinate employee offboarding activities, including exit processes, employment documentation, system updates, and related employee communications.

Benefits, HR Programs, and Performance Support

  • Administer and support HR programs related to benefits, leave, compensation, employee recognition, performance management, employee engagement, and employee training and development activities.
  • Help coordinate annual reviews, goal-setting processes, performance documentation, and follow-up with managers to support consistent performance support practices.

Compliance, Records, and HR Operations

  • Maintain accurate employee records and HRIS data, prepare reports as needed, and assist with audits, compliance reviews, and personnel file maintenance.
  • Support compliance with federal, state, and local employment laws and regulations, as well as internal policies, procedures, and recommended HR best practices.
  • Respond to employment-related inquiries from applicants, employees, and supervisors by resolving routine matters and escalating complex, sensitive, or high-risk issues as appropriate.
  • Assist with policy updates, HR process updates, HR communications, training coordination, and assigned projects.
  • Maintain current knowledge of HR trends, employment law updates, talent acquisition practices, HR technology, and workforce management practices.
