HSE Manager

Purpose Lead and manage all Health, Safety & Environment functions across company projects, ensuring full compliance with statutory regulations and client/contractual HSE requirements while embedding a strong safety culture across all sites. Key Responsibilities 1- Develop, implement, and maintain the company's HSE management system, policies, and procedures in line with ISO 45001/14001 and local regulatory requirements. 2- Conduct site audits, inspections, and risk assessments; ensure timely closure of corrective actions. 3- Lead incident/accident investigations, root cause analysis, and reporting (LTI, TRIR, near-misses). 4- Develop and deliver HSE induction, toolbox talks, and training programs for all staff and subcontractors. 5- Liaise with regulatory bodies (e.g., Ministry of Labor, Civil Defense, municipality) and ensure all permits/certifications are current. 6- Prepare and present monthly HSE KPI reports and dashboards to senior management. 7- Oversee PPE provisioning, emergency response planning, and site evacuation procedures. 8- Review subcontractor HSE plans and monitor compliance on multi-project sites. 9- Drive a proactive safety culture through behavior-based safety programs and recognition initiatives.

1- Bachelor's degree in Occupational Health & Safety, Engineering, or related field. 2- NEBOSH IGC (mandatory); IOSH, OSHA 30-hour, or equivalent preferred. 3- 12–15 years HSE experience in construction/contracting, with 3+ years in a managerial role. 4- GCC construction site experience required; KSA/Kuwait labor law familiarity preferred. Skills 1- Strong leadership and stakeholder management across multi-project environments. 2- Excellent reporting, data analysis, and presentation skills. 3- Fluent English; Arabic an advantage. 4- Working knowledge of ISO 45001, ISO 14001, and local civil defense codes.
