HSE Manager
HSE manager supporting hospitality projects across the Middle East
Supporting hospitality projects including hotels, stadiums, museums, and hospitals across the Middle East, ensuring implementation of health, safety, and environmental systems in line with regulations and international standards. Leads HSE planning, risk assessments, audits, and compliance monitoring while promoting a strong safety culture across project teams and contractors. Drives incident prevention, investigates issues, and implements corrective actions to ensure safe, compliant, and efficient project delivery.
Key responsibilities:
- Provide project management consultancy (PMC) oversight of all health, safety, and environmental activities on the villa project, ensuring compliance with contract requirements, client standards, and Saudi regulations.
- Review and monitor contractor HSE management systems, plans, procedures, method statements, and risk assessments, verifying implementation and effectiveness.
- Advise the project director and senior management on contractor HSE performance, gaps, and areas requiring corrective action.
- Conduct regular HSE audits, site inspections, and reviews, providing independent assurance that HSE standards are maintained across all works.
- Review contractor HSE organizational structures, staffing levels, and key personnel qualifications, ensuring resources are adequate to meet project requirements.
- Oversee high-risk construction activities, providing guidance to the supervision team and ensuring contractors manage hazards in accordance with approved procedures.
- Lead review of incidents and near misses, ensuring thorough investigation, root cause analysis, and follow-up on corrective and preventive actions by the contractor.
- Prepare, consolidate, and submit HSE performance reports, dashboards, and statistical summaries to the client and senior management.
- Provide technical guidance and strategic advice to the PMC supervision team to drive continuous improvement in HSE performance and culture.
- Chair and participate in HSE, progress, and executive meetings, representing the PMC perspective on all HSE matters.
- Coordinate closely with client representatives, supervision staff, and contractor HSE teams to align project HSE objectives and priorities.
- Ensure compliance with corporate quality, environmental, safety, and occupational health policies and procedures.
- Participate in project close-out activities, including review of HSE documentation, lessons learned, and verification of compliance with contractual obligations.
- Perform other duties as assigned by the project director or line manager.
Qualifications and experience:
- Bachelor’s degree in occupational safety and health, engineering, or a related discipline.
- A minimum of 15 years’ experience in health, safety, and environmental management within large-scale construction projects, with proven experience in a PMC role.
- NEBOSH diploma or an equivalent internationally recognized HSE qualification is required. Lead auditor certification (ISO 14001 and ISO 45001) is considered an advantage.
- Strong knowledge of Saudi Arabian HSE regulations, international standards, and best practices is essential.
- Demonstrated strong leadership, communication, and stakeholder management skills, with the ability to influence contractor performance and promote a positive safety culture across the project.
- Excellent command of written and spoken English is required; Arabic language skills are considered beneficial.
- Ability to manage priorities, coordinate multiple stakeholders, and deliver within a fast-paced project environment is essential.
