Role scope

To ensure that the occupational health, safety, security, and environment management system is maintained and improved and aligned with corporate requirements. To prepare and implement yearly HSSE programs. To plan, organize, and improve health, safety, security, and environmental standards.


Details / responsibilities

  • Manage all HSE aspects of major electrical and instrumentation services installation / construction works
  • Target the achievement of zero accidents on site
  • Develop and maintain excellent working relationships with the project management team, employees and key client representatives
  • Provide advice, guidance, instruction and training in all safety, health and environment matters to employees (including where applicable to sub-contractors, suppliers and visitors to sites)
  • Develop the Project HSE Plan with the Project Manager, ensure implementation and review regularly
  • Take the lead in conjunction with the project management team in introducing and implementing effective measures aimed at the prevention of accidents at work
  • Carry out HSE audits in liaison with Site Management and recommend corrective actions and improvements
  • Review Site Audit Inspection Reports, health and safety suggestions, complaints and requests for information and follow up with action
  • Ensure that a project specific Risk Assessments and Safe Plans of Action are drawn up and agreed prior to commencement of work
  • Communicate HSE information throughout the project organisation
  • Carry out accident investigation, establishes cause of accident, incident or dangerous occurrence and recommend methods for future avoidance
  • Provide training and information to the workforce using appropriate training aids and media as required
  • Possess a thorough knowledge and understanding of relevant legislation, regulations and Codes of Practice
  • Deliver HSE training as appropriate to personnel at all levels
  • Operate a system of zero tolerance to achieve the usage of PPE in accordance with statutory and site HSE requirements
  • Maintain site HSE records and issues necessary safety reports
  • Attend project HSE meetings as required


Qualifications

  • Experience level in these roles should be a minimum of 5 years relevant discipline experience (10+ years is preferable)
  • Bachelor or masters degree in HSSE or equivalent
  • Computer literacy in MS office
  • Fluent in English communication skills ; listening, speaking, reading and writing
  • QHSSE Management System ISO9001, ISO14001, OHSAS 18001
  • Risk Management System
  • Emergency preparedness
  • Technical and practical oil and gas construction HSSE knowledge
  • Providing coaching, direction and guidance in the development, implementation and continuous improvement of HSE Program requirements and monitoring for continued effectiveness
  • Monitoring compliance to applicable HSE regulations, codes and standards
  • Overseeing, monitoring and facilitating behaviour-based interactions and applicable safety training
  • Ensuring incidents are reported and investigated in a timely manner by providing leadership and direction in all facets of training, reporting, investigation & analysis
  • Monitoring, reviewing and providing guidance on HSE developments/trends in the industry including ; Regulatory Changes, Prosecution Outcomes, training resources & techniques, HSE programming ideas and resources, new developments in protective equipment/clothing etc.
  • Developing procedural documents and reviewing in accordance with OHS program requirements to keep current w/industry standards
  • Experience participating in safety/risk workshops and the development of risk assessments including review/maintenance of records
  • Providing reference materials, technical advice, training and support to management and staff employees as required
