HSE Manager

Key Responsibilities:

  • Develop, implement and continuously improve the HSE/WSH Management System and SHMS.

  • Ensure compliance with the Singapore WSH Act, Shipbuilding & Ship-repairing Regulations and applicable requirements.

  • Oversee high-risk shipyard activities such as hot work, confined-space entry, work at height, lifting/crane operations, fabrication, blasting/painting, docking, commissioning and sea trials.

  • Manage Risk Assessments, JSA, Method Statements, Safe Work Procedures and Permit-to-Work systems.

  • Ensure vessel safety, including safe access, gas-free conditions, ventilation, atmospheric monitoring, SIMOPS and emergency rescue arrangements.

  • Manage and monitor contractor/subcontractor HSE performance, including pre-qualification, induction, inspections, audits and corrective actions.

  • Lead routine site inspections, management safety walks and HSE audits, with authority to stop unsafe work.

  • Lead investigations into accidents, incidents, near misses and dangerous occurrences, including root-cause analysis and corrective/preventive actions.

  • Develop and maintain emergency response plans and drills covering fire, explosion, spills, confined-space rescue, man overboard and other major emergencies.

  • Oversee environmental compliance, including hazardous waste, chemicals, spills, emissions, wastewater, noise, dust and waste management.

  • Develop HSE training and competency programmes, toolbox meetings, safety briefings and campaigns.

  • Prepare management reports and track HSE KPIs such as LTI, MTC, FAC, near misses, incidents, NCRs, corrective actions, contractor performance and training statistics.

Requirements:

  • Diploma or Degree in Occupational Safety & Health, Engineering, Marine Engineering, Mechanical Engineering, Environmental Engineering or related discipline.

  • Relevant Singapore WSH qualifications.

  • Minimum 8–10 years' HSE/WSH experience, preferably within a shipyard, marine, offshore, oil & gas or heavy construction environment.

  • At least 3–5 years in a supervisory/managerial HSE position.

  • Strong knowledge of Singapore WSH legislation.

  • Demonstrated experience managing shipyard high-risk activities.

  • ISO 45001 Lead Auditor / Internal Auditor

  • ISO 14001 knowledge/certification

  • Auditing and incident investigation competency

  • Confined-space and gas-testing competency

  • Lifting/rigging safety knowledge.
