Role summary
We are seeking an experienced HSE Manager to lead the implementation of Health, Safety, and Environmental (HSE) management systems across large-scale construction projects in Qatar. The successful candidate will be responsible for driving a strong safety culture, ensuring compliance with local regulations and international standards, and promoting safe work practices across all project activities.
Key responsibilities
Lead the implementation and continuous improvement of project HSE management systems.
Develop, monitor, and enforce HSE policies, procedures, and safe work practices.
Promote a proactive safety culture throughout all project phases.
Ensure compliance with Qatar construction HSE regulations, client requirements, and international best practices.
Conduct HSE audits, inspections, risk assessments, and incident investigations.
Monitor project HSE performance and prepare regular reports for management and stakeholders.
Coordinate with clients, consultants, contractors, and local authorities on all HSE matters.
Deliver safety training, awareness programs, and toolbox talks to project personnel.
Drive corrective and preventive actions to minimize workplace risks and incidents.
Requirements
Bachelor's degree in Engineering, Occupational Safety, or a related discipline.
NEBOSH Diploma or equivalent professional HSE qualification preferred.
Minimum 8 to 12 years of HSE experience within the construction industry.
Proven experience in large-scale building construction projects, including residential, accommodation, mixed-use, institutional, or similar developments.
Demonstrated track record of successfully delivering projects of comparable scale and complexity.
Previous experience in Qatar is highly preferred; GCC experience will also be considered.
Valid MMUP/UPDA registration is preferred for candidates currently in Qatar and mandatory where applicable.
Strong knowledge of Qatar construction HSE regulations, standards, and industry best practices.
Familiarity with QatarEnergy requirements, major clients, consultants, and local authority regulations is an advantage.
Excellent communication skills in English, both written and verbal.
Strong leadership, team management, coordination, and stakeholder engagement abilities.
