HSS Planning Intelligence Manager

About the Role

As the HSS Planning Intelligence Manager, you'll provide strategic and people leadership to a team of health analytics professionals, ensuring trusted, high-quality intelligence informs health service planning, demand forecasting, capacity decisions, operational improvement and monitoring. Your work will help leaders understand what the data is telling us, where inequities exist, and where action can make the greatest difference.

You'll work at the intersection of health, data, planning and strategy, partnering with senior leaders across Health New Zealand | Te Whatu Ora and the wider health system. You'll champion the use of robust, accessible and meaningful analytics to support better decisions and improved health outcomes.

A key focus will be ensuring health intelligence reflects Te Ao Māori, Mātauranga Māori, Pacific and tangata whaikaha perspectives, with a strong emphasis on equity and reducing variation in health outcomes. You'll help ensure data and analytics are used to support Māori health gain, mana motuhake and equitable outcomes for Māori, Pacific peoples, disabled people and other populations experiencing poorer health outcomes.

You'll also drive the continued development of scalable, reusable and innovative analytical products, self-service data capabilities, automation and national standards. Working across the Data and Analytics function and Digital Services, you'll contribute to building an analytics-ready national data environment that strengthens our understanding of health and health services.

This is a role where your leadership, analytical expertise and ability to turn complex information into meaningful insight will have national impact.

About the Team/Service

You'll lead a team of talented health analytics practitioners working across a complex national health environment.

The team provides trusted intelligence to support health service planning and operational decision-making, working closely with Hospital and Specialist Services leaders and other decision makers. You'll create an environment where analysts can learn, grow and innovate, while ensuring the team delivers responsive, high-quality and trusted services.

About you

You're an experienced health analytics leader who can combine strategic thinking, technical understanding and strong people leadership.

You'll bring:

  • At least 5 years' senior leadership experience leading teams of health analytics practitioners
  • Extensive knowledge and understanding of health sector data, data environments and healthcare processes
  • A strong track record of using analytics and intelligence to inform health service planning, improvement and decision-making
  • Experience leading senior specialists and subject matter experts, building capability and lifting team performance
  • A strong understanding of equity-focused analytics and the importance of identifying and addressing variation in health outcomes
  • The ability to translate complex analytical findings into clear, compelling insights for non-technical audiences
  • Excellent written and verbal communication and stakeholder engagement skills
  • Experience developing analytical frameworks, standards, processes and quality assurance practices
  • A graduate or postgraduate qualification in a relevant discipline such as statistics, computer science, epidemiology or analytics, or comparable management-level experience
  • A commitment to Te Tiriti o Waitangi and experience supporting approaches that contribute to Māori health gain and equitable outcomes

Experience across health analytics, modelling, forecasting, data governance, self-service data products or national health intelligence will be highly valued.
