Position Summary

The HUD Reporting and PIC Manager serves as LMHA's subject matter expert for HUD reporting systems, including HUD Form 50058, PIC/IMS-PIC successor systems, Enterprise Income Verification (EIV), and Yardi. This position is responsible for ensuring the accuracy, completeness, and timeliness of HUD reporting activities across Public Housing (PH), Housing Choice Voucher (HCV), Project-Based Voucher (PBV), and other HUD-assisted programs.

The position provides agency-wide leadership in data integrity, reporting compliance, system administration, staff training, and operational process improvement while serving as a technical resource to LMHA staff, Asset Managers, and third-party management partners.

Essential Duties and Responsibilities

HUD Reporting & Data Management

  • Oversee all HUD reporting activities, including PIC and successor systems.
  • Ensure timely and accurate submission of HUD Form 50058 records.
  • Monitor, troubleshoot, and resolve transmission errors, reporting discrepancies, and data quality issues.
  • Conduct data validation reviews and maintain reporting compliance with HUD requirements.
  • Track reporting performance metrics and collaborate with HUD representatives to resolve reporting concerns.
  • Maintain documentation and audit trails related to reporting activities.
  • Support MTW and other HUD performance reporting initiatives.

Yardi System Administration & Support

  • Serve as the primary resource for Yardi reporting functionality, troubleshooting, and system support.
  • Coordinate with Yardi, IT staff, and department leadership regarding system enhancements and operational needs.
  • Manage support tickets, system issues, and reporting discrepancies.
  • Develop and maintain system procedures, workflow documentation, and training materials.
  • Identify opportunities to improve efficiency, automation, and business processes.

Training & Technical Assistance

  • Lead agency training related to HUD reporting systems, EIV, and Yardi.
  • Develop and maintain training materials, desk guides, and standard operating procedures.
  • Provide onboarding, refresher training, and one-on-one technical assistance to staff.
  • Coordinate annual reporting, compliance, and data security training initiatives.

Reporting & Operational Support

  • Assist with executive dashboards, performance reporting, and data analysis.
  • Validate and reconcile information between Yardi, HUD systems, and other reporting platforms.
  • Analyze trends and recommend improvements to reporting accuracy and operational performance.

Third-Party Property Compliance Support

  • Assist Asset Managers and third-party management companies with PIC, EIV, and HUD reporting issues.
  • Provide guidance on reporting requirements, deadlines, corrective actions, and system functionality.
  • Coordinate resolution of reporting concerns with management companies, HUD representatives, and agency staff.
  • Provide technical training and support when needed.

Policy & Compliance

  • Develop and maintain procedures related to HUD reporting, system administration, and data management.
  • Participate in audits, monitoring reviews, and corrective action initiatives.
  • Recommend policy and process improvements that strengthen compliance and operational effectiveness.

Minimum Qualifications

Education

  • Bachelor's Degree in Public Administration, Business Administration, Information Systems, Housing Management, Data Analytics, or a related field required.
  • Master's Degree preferred.

Experience

  • Five (5) years of experience administering HUD-assisted housing programs or HUD reporting systems.
  • Three (3) years of experience working with PIC, EIV, HUD Form 50058 processing, or related HUD reporting systems.
  • Three (3) years of experience providing training, technical assistance, or systems support.
  • Experience with Public Housing, HCV, PBV, or other affordable housing programs required.

Knowledge, Skills & Abilities

  • Knowledge of HUD reporting requirements, PIC, EIV, SEMAP, PHAS, MTW, and related regulations.
  • Strong understanding of Yardi and business reporting systems.
  • Advanced analytical, organizational, and problem-solving skills.
  • Strong proficiency in Microsoft Excel and reporting tools.
  • Excellent communication, presentation, and training skills.
  • Ability to interpret HUD regulations and communicate requirements effectively.
  • Ability to manage multiple priorities while working independently and collaboratively.

Working Conditions

  • Primarily office-based work environment.
  • Frequent use of computers, reporting systems, and data management tools.
  • Occasional travel between LMHA locations and managed properties.
  • May require attendance at HUD, Yardi, and industry training events.
  • Must maintain confidentiality of resident, employee, financial, and agency information.
  • Occasional work outside normal business hours may be required to meet reporting deadlines, audits, system implementations, or special projects.
