Human Resource Manager (4-Month Contract)

Job Summary
The HR Manager will lead the setup of the internal HR department and manage full-spectrum HR operations, including policy development, HRMS implementation, recruitment, compliance, L&D, and employee engagement during a key organizational transition.
Responsibilities
- Establish foundational HR policies, employee handbooks, and Standard Operating Procedures (SOPs) to build a robust HR infrastructure
- Configure and implement the in-house HR Management System (HRMS) and payroll workflows to streamline HR operations
- Oversee work pass operations, including monitoring quotas, man-year entitlements, and dependency ratio ceilings, ensuring compliance with MOM regulations
- Act as the escalation point for complex MOM matters, Fair Consideration Framework (FCF) compliance, and work pass appeals to resolve issues effectively
- Lead manpower planning and develop hiring frameworks for management, executive, technical, and operational roles to meet organizational needs
- Conduct final-round interviews, approve job offers, and manage onboarding processes to secure and integrate talent efficiently
- Oversee organizational training plans and evaluate external training vendors to enhance staff skills and capabilities
- Review and approve L&D budget utilization and government subsidy submissions (e.g., SSG / SkillsFuture, Absentee Payroll) to optimize training investments
- Develop and implement employee engagement strategies, staff welfare programs, and team-bonding initiatives to foster a positive organizational culture
- Lead internal communications on HR policies, benefits, and organizational changes to facilitate smooth change management
- Manage staff feedback mechanisms and workplace wellness programs, serving as the escalation point for complex grievances and employee relations issues
Required competencies and certifications
- Degree in Human Resource Management, Business Administration, or a related field
- Minimum 4 years of relevant HR generalist or supervisory experience in Singapore
- Strong working knowledge of the Singapore Employment Act, EFMA, MOM regulatory frameworks, and statutory claims processing
- Sound understanding of myMOM work pass rules, quota regulations, and SSG/SkillsFuture training grant administration
- Practical experience with local cloud HRMS implementations, payroll setup, and migration processes
- Proven capability in team supervision, policy drafting, stakeholder management, and establishing internal controls
