THE POSITION:

THE OPPORTUNITY

The Inland Empire Utilities Agency (IEUA) is undertaking several significant Employee and Labor Relations initiatives that will shape the organization over the next two years. These include major personnel policy updates, labor negotiations, performance management enhancements, and the implementation activities related to recommendations resulting from a comprehensive Classification and Compensation Study. To support these critical functions, IEUA is seeking one (1) Human Resources Analyst for a two-year limited-term assignment focused on Employee and Labor Relations.

The Human Resources Analyst assigned to Employee and Labor Relations will play a key role in supporting a broad range of employee relations and labor relations functions while helping ensure continuity of service and timely progress on high-priority organizational initiatives. This position offers an opportunity to work closely with leadership, employees, and labor representatives on complex and impactful Human Resources matters.

EDUCATION, TRAINING, AND EXPERIENCE:

Any combination of education, experience and training that would provide the required knowledge, skills, and abilities is qualifying. A typical qualifying background includes:

  • Graduation from an accredited four-year college or university with a major in human resources, business admin­istration, public administration, psychology, or a closely related field.
  • At least four years of progressively responsible experience in human resources management; or an equivalent.
  • Candidates with demonstrated experience in Employee and Labor Relations (ELR) in a Public Sector work environment are highly desirable.

Skills and Abilities

  • Skilled in planning, developing, and implementing complex Employee and Labor Relations (ELR) programs and initiatives, including conducting workplace investigations, managing disciplinary and corrective action processes, interpreting and applying labor agreements, advising management on employee relations matters, supporting grievance resolution and dispute management, ensuring compliance with employment laws and policies, and analyzing workforce trends and metrics to identify organizational risks, improve workplace culture, and support long-term workforce strategies.

  • Collaborate effectively with internal departments, external consultants, vendors, and partner agencies to ensure coordinated program delivery, proactively address issues, and maintain alignment with Agency policies, procedures, and strategic objectives.

  • Strong analytical and problem-solving skills to assess complex employee and labor relations issues, identify workplace trends, risks, and compliance concerns, and develop practical, legally sound recommendations related to investigations, disciplinary actions, grievance resolution, labor agreement administration, and organizational policy implementation.

  • Draft clear, professional, and legally sound collective bargaining responses, including grievance responses, meet-and-confer correspondence, labor agreement-related communications, and other formal written materials for review by management and legal counsel, asappropriate.

  • Experienced in leading or supporting cross-functional teams, establishing clear goals and expectations, monitoring progress, maintaining accurate records and documentation, and leveraging outcomes to drive continuous improvement and inform future human resources strategies.

The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242-square miles in western San Bernardino County. This position is a Limited-Term (2 year) employment opportunity. Limited-term employees are "AT-WILL" employees, and their employment can be terminated at any time, with or without cause, and with or without notice.

A full-time, limited-term employee shall be eligible for the same insurance and leave benefits as a regular Agency employee occupying the same regular classification, pursuant to the applicable Personnel Manual or MOU, EXCEPT for the following: educational reimbursements, certification or licensing payments/reimbursements and computer loans. Position will work a 4 x 10 schedule Monday through Thursday.
