Job Summary:The Human Resources Director oversees all aspects of human resources operations, ensuring that Thrive Care Services maintains a positive, compliant, and productive work environment. This role provides leadership in talent acquisition, staff development, policy enforcement, employee relations, and organizational compliance with employment laws. The Human Resources Director directly supervises the Recruiter and collaborates with leadership across departments to support staffing needs and workforce planning.
Key Responsibilities:
Recruitment & Staffing Oversight – Responsible for Recruitment, ensuring timely and effective hiring practices aligned with agency needs and values.
Employee Relations & Investigations – Lead internal employee investigations, manage sensitive workplace matters, and provide resolution recommendations in accordance with employment law and agency policy.
HR Policy Development – Maintain and update HR policies and procedures in alignment with legal requirements and internal standards.
Compliance & Reporting – Ensure adherence to state and federal labor laws, licensing regulations (Title 17/22), and agency protocols.
Onboarding & Offboarding – Oversee onboarding, orientation, and exit processes to support consistent employee experience and regulatory compliance.
Training & Development – Collaborate with the Training Specialist to implement professional development and compliance-related training.
Benefits & Leave Management – Administer employee benefits and manage leave of absence processes (FMLA, CFRA, ADA) with accurate documentation.
Recordkeeping & Confidentiality – Maintain accurate, up-to-date personnel files with strict confidentiality in accordance with Title 22 and HIPAA.
Workplace Culture & Engagement – Promote staff retention and morale through employee engagement strategies, feedback, and recognition initiatives.
Leadership Support – Advise the Executive Director and Program Directors on organizational planning, employee performance concerns, and HR strategy.
Additional Duties: Perform other duties as assigned by the Executive Director to support the overall success of the program and its clients.
