JOB SUMMARY:

The HR Generalist – Mexico supports the day-to-day administration and execution of human resources programs and processes for Vestal Corporation’s Mexico operations. This position serves as a trusted resource to employees and managers on HR policies, procedures, employee relations, recruitment, onboarding, benefits, compensation, performance management, training, HRIS administration, and applicable employment requirements.

The HR Generalist partners closely with the Vice President of Mexico Operations, Mexico site leadership and Vestal’s U.S. Human Resources team to ensure consistent and effective HR practices while supporting the unique needs of the Mexico workforce. This position is responsible for maintaining accurate and confidential employee records, supporting compliance with applicable Mexican employment requirements, Internal Regulation Job manual, controlling status of Employees job contracts, payroll, preparing administrative notifications for disciplinaries facts, ensure applications of process and procedures, detecting of missing commissions and regulations required by law, up to date of labor and/or IMSS changes in Mexican law, facilitating employee communications and engagement activities, and identifying opportunities to improve HR processes and the overall employee experience.

The successful candidate will be organized, approachable, responsive, detail-oriented, with high level of initiative, proactive, and capable of handling confidential information with discretion. The position requires the ability to communicate effectively with employees and managers at all levels and to work collaboratively across Vestal’s Mexico and U.S. operations. High level of English is a must.


JOB DUTIES:

Employee Relations

  • Serve as a primary HR resource for employees and managers regarding HR policies, procedures, workplace concerns, and employment-related questions.
  • Provide guidance and support to managers in addressing employee relations matters, performance concerns, attendance issues, workplace conduct, and other employee-related situations.
  • Assist with employee relations investigations, documentation, and resolution of workplace concerns in accordance with company policies and applicable requirements.
  • Maintain appropriate confidentiality when handling sensitive employee information and employee relations matters.
  • Promote a positive, respectful, inclusive, and professional work environment consistent with Vestal’s core values.
  • Escalate complex or sensitive employee relations matters to the Human Resources Manager or appropriate leadership.

Recruitment and Selection

  • Support the full recruitment process for Mexico positions, including development and posting of job advertisements, candidate sourcing, resume screening, interview coordination, and candidate communications.
  • Partner with hiring managers to understand staffing needs, position requirements, and candidate qualifications.
  • Coordinate interviews and assist hiring managers throughout the selection process.
  • Develop and maintain relationships with recruiting resources, universities, technical schools, professional organizations, and other talent sources.
  • Participate in career fairs, recruiting events, campus activities, and other talent acquisition initiatives.
  • Maintain accurate recruitment activity and candidate information within the HRIS/ATS.
  • Support continuous improvement of recruitment practices to attract and retain qualified talent.

Onboarding and Employee Lifecycle

  • Coordinate the onboarding process for new employees, ensuring required documentation is completed accurately and timely.
  • Coordinate new employee orientation and HR-related training.
  • Ensure new employees receive appropriate information regarding company policies, benefits, payroll, workplace expectations, and available resources.
  • Maintain employee information throughout the employee lifecycle, including promotions, transfers, compensation changes, organizational changes, leaves, and separations.
  • Coordinate employee separation and offboarding processes, including required documentation and exit procedures.
  • Support employee communications associated with significant employee lifecycle events.

Compensation and Payroll Support

  • Support the administration of compensation programs for Mexico employees in coordination with Human Resources and company leadership.
  • Maintain accurate compensation and employee information within the HRIS.
  • Assist with salary reviews, promotions, job changes, and other compensation-related processes.
  • Provide HR data and reports to support compensation decisions and workforce planning.
  • Coordinate with payroll providers and internal resources to resolve employee payroll questions or issues.
  • Maintain appropriate confidentiality of compensation and payroll information.

Benefits Administration

  • Support the administration of employee benefit programs for Mexico employees.
  • Communicate benefit information and assist employees with benefit-related questions.
  • Coordinate enrollment, changes, and other benefit administration activities.
  • Maintain accurate employee benefit information and required documentation.
  • Coordinate with benefit providers and internal HR resources to research and resolve employee benefit issues.
  • Assist with employee communications regarding benefit programs, changes, and enrollment requirements.

HRIS and Employee Records

  • Maintain accurate, complete, and confidential employee records within Vestal’s HRIS and related systems.
  • Process employee data changes in a timely and accurate manner.
  • Assist with HRIS reporting and the preparation of workforce, headcount, turnover, compensation, recruiting, and other HR reports.
  • Review HR data for accuracy and identify discrepancies requiring correction.
  • Maintain electronic and physical personnel records in accordance with company requirements and applicable regulations.
  • Support ongoing improvements to HRIS processes, data integrity, reporting, and system utilization.

HR Compliance and Administration

  • Support compliance with applicable Mexican federal and local employment, labor, social security, and workplace requirements.
  • Maintain required employee records, documentation, notices, and reports.
  • Assist with monitoring changes to applicable employment requirements and communicate relevant changes to the Human Resources Manager.
  • Support implementation and administration of company HR policies and procedures.
  • Assist with required documentation related to employee hiring, employment changes, leave, disciplinary warnings, and separation.
  • Maintain confidentiality and appropriate security of employee and company information.
  • Escalate compliance questions or potential legal issues to the Human Resources Manager and appropriate professional resources.

Performance Management and Employee Development

  • Support Vestal’s performance management and employee review processes.
  • Coordinate performance review timelines and assist managers with the administrative aspects of the process.
  • Provide managers and employees with guidance regarding performance management processes and documentation.
  • Identify training and development needs in partnership with managers.
  • Coordinate employee training, professional development activities, and other learning opportunities.
  • Maintain appropriate training and development records.
  • Support initiatives designed to strengthen employee capabilities, engagement, and retention.

Employee Engagement and Company Culture

  • Support employee engagement initiatives and activities for Vestal’s Mexico operations.
  • Coordinate employee events, recognition programs, and other activities that contribute to a positive employee experience.
  • Support Vestal Cares and other company-sponsored community involvement initiatives as appropriate.
  • Help communicate company initiatives, programs, policies, and organizational updates to employees.
  • Gather employee feedback and identify opportunities to improve employee engagement, communication, and retention.
  • Promote Vestal’s culture, core values, and commitment to a positive employee experience.

HR Projects and Continuous Improvement

  • Participate in HR projects and initiatives supporting Vestal’s Mexico and U.S. operations.
  • Identify opportunities to improve HR processes, workflows, communications, and employee services.
  • Assist with implementation of new HR programs, policies, systems, and processes, including the ones required by law.
  • Prepare data, reports, presentations, and other materials to support HR initiatives and management decisions.
  • Participate in cross-functional and cross-border projects as assigned.
  • Contribute ideas and recommendations that improve the efficiency and effectiveness of HR operations.

Management and Business Support

  • Partner with Mexico site leadership and managers on workforce and employee-related matters.
  • Provide managers with practical HR guidance while recognizing when matters require escalation to the Human Resources Manager or other appropriate resources.
  • Support workforce planning, staffing needs, employee retention, and organizational development initiatives.
  • Provide HR data and trends to assist management with informed workforce decisions.
  • Build effective working relationships with employees, managers, leadership, and external HR service providers.
  • Serve as a professional representative of Vestal Corporation in interactions with employees, candidates, educational institutions, benefit providers, and other external contacts.
  • Maintain frequent communications with Employees to detect issues, discomfort with role or work, frustrations, and loss of interest and commitment with the Company.

Safety, Security and Other Responsibilities

  • Follow all company safety policies and procedures.
  • Comply with company security and confidentiality policies.
  • Protect confidential employee, payroll, compensation, business, and company information.
  • Maintain professional conduct and sound working relationships with employees and business partners.

JOB QUALIFICATIONS

Education and Experience

  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or a related field preferred.
  • Minimum of 4 years of progressive Human Resources experience in a generalist, HR coordinator, or similar role in a Engineering and/or construction corporation.
  • Experience supporting employees and managers in a professional services, engineering, construction, manufacturing, or other project-based environment is preferred.
  • Experience working with an HRIS and/or applicant tracking system required.
  • Experience supporting recruitment, employee relations, benefits, onboarding, and HR administration.
  • Experience working with applicable Mexican employment and labor requirements preferred.


KNOWLEDGE, SKILLS AND ABILITIES

  • Working knowledge of Human Resources principles, practices, policies, and procedures.
  • Working knowledge of applicable Mexican employment and labor requirements.
  • Working knowledge in salaries and payroll calculations.
  • Working knowledge of fees and taxes to withhold and to pay to IMSS, SAT, etc.
  • Strong interpersonal skills with the ability to establish credibility and build effective relationships with employees and managers.
  • Strong written and verbal communication skills in both, Spanish and English Languages.
  • Ability to communicate effectively with employees at all organizational levels.
  • Ability to maintain confidentiality and exercise sound judgment when handling sensitive information.
  • Strong organizational skills and attention to detail.
  • Ability to prioritize multiple responsibilities and meet deadlines in a fast-paced environment.

  • Experience with HRIS and applicant tracking systems.

  • Ability to work independently while also functioning effectively as part of a cross-border HR team.

  • Willingness and capabilities to travel to other offices and construction sites to attend Employees' needs and issues.


LANGUAGE REQUIREMENTS

  • Spanish: Fluent written and verbal communication skills required.
  • English: Professional working proficiency required to communicate effectively with Vestal’s U.S. Human Resources team, management, and other U.S.-based employees and business contacts.


WORK ENVIRONMENT

  • Primarily performed in a professional office environment.
  • May require occasional travel to other Vestal locations, recruiting events, educational institutions, employee activities, or other business locations.
  • May occasionally require work outside normal business hours to support employee events, recruiting activities, or business needs.
  • Must maintain a professional and confidential work environment when handling sensitive employee information.


PHYSICAL REQUIREMENTS

  • Prolonged periods of sitting at a desk and working on a computer.
  • Regular use of a computer, telephone, printer, and other standard office equipment.
  • Ability to move throughout the office to attend meetings, access equipment, and interact with employees.
