Human Resources Manager

Position Summary

The Human Resources Manager is responsible for overseeing and managing all HR functions within the organization. This is an in-office leadership role that requires daily onsite presence to support staff, leadership, and regulatory compliance operations. The HR Manager ensures compliance with company policies, federal and state labor laws, and regulatory requirements governing healthcare and behavioral health services. This role supports all departments, including the Integrated Medical Clinic, while fostering a productive, compliant, and engaged workforce.


Key Responsibilities

Recruitment & Onboarding

  • Oversee full-cycle recruitment including job postings, interviews, hiring, and offer letters

  • Coordinate background checks, fingerprint clearance, credential verifications, and onboarding documentation

  • Ensure all staff meet regulatory requirements prior to hire and maintain ongoing eligibility

  • Facilitate new hire orientation and compliance training


Regulatory Compliance & Policy Management

  • Ensure organizational compliance with:

    • DDD (Division of Developmental Disabilities)

    • ADHS (Arizona Department of Health Services)

    • AHCCCS (Arizona Health Care Cost Containment System)

    • OSHA (Occupational Safety and Health Administration)

    • All regulatory requirements applicable to the Integrated Medical Clinic

  • Maintain accurate personnel files in accordance with state and federal regulations

  • Monitor staff certifications, licenses, CPR/First Aid, fingerprint clearance cards, and required training

  • Prepare for audits, inspections, and regulatory reviews

  • Develop, update, and implement HR policies to align with healthcare and state regulations


Employee Relations

  • Serve as the primary point of contact for employee concerns and conflict resolution

  • Provide guidance to management on performance management and corrective actions

  • Conduct internal investigations and ensure proper documentation

  • Ensure disciplinary actions comply with labor laws and regulatory standards


Payroll & Benefits Administration

  • Oversee payroll processing in coordination with accounting/payroll providers

  • Ensure compliance with wage and hour laws

  • Administer employee benefits, PTO tracking, and leave management

  • Manage FMLA, medical leave, ADA accommodations, and other protected leave


Performance Management & Training

  • Support leadership in conducting performance evaluations

  • Ensure all mandatory trainings required by DDD, ADHS, AHCCCS, OSHA, and clinic regulations are completed and tracked

  • Develop workforce development and retention strategies


Strategic HR Leadership

  • Partner with executive leadership to align HR strategies with operational and regulatory goals

  • Analyze HR metrics and provide recommendations for improvement

  • Promote a culture of compliance, professionalism, and accountability


Qualifications

  • Bachelor’s degree in Human Resources, Healthcare Administration, Business Administration, or related field (preferred)

  • 3–5+ years of HR management experience, preferably in healthcare, behavioral health, or regulated environments

  • Strong knowledge of federal and Arizona employment laws

  • Experience working with DDD, ADHS, AHCCCS, OSHA compliance standards preferred

  • Experience with HRIS and payroll systems

  • Excellent leadership, organizational, and communication skills

  • SHRM-CP, SHRM-SCP, or PHR certification (preferred but not required)


Work Environment

  • This is a full-time, in-office position requiring onsite presence during regular business hours

  • Work is performed in a professional office and clinical environment

  • Frequent interaction with staff, leadership, and regulatory agencies
