Human Resources Officer

This position is in Human Resources, Office of the Executive Director, The Under Secretary for Public Diplomacy (R Family) of Bureaus, U.S. Department of State (R/EX/HR). The incumbent serves as the Human Resources Officer (HRO) and human capital manager for the R Family of Bureaus. The HRO reports directly to the Deputy Executive Director in R/EX and serves as a principal member of the Executive Director's senior leadership team.

Develops and executes forward-looking human capital strategies that directly support the R Family's mission priorities and align with Department-wide workforce objectives.

Leads subordinate supervisors to support a customer-centric, collaborative, and performance-driven culture.

Develops and executes Bureau-wide Strategic Workforce Plans that assess workforce composition, identify capability gaps, and close critical skill shortages.

Leverages hiring authorities (e.g., Schedule A, direct hire, excepted service) and partners with DHR on sourcing strategies for hard-to-fill positions, ensuring alignment with Bureau plans and the President's Management Agenda.

Serves as the final decision authority on complex and sensitive HR matters, including grievances, classification appeals, veterans' pass-over decisions, Unfair Labor Practices, and organizational restructuring or downsizing actions.
